| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | recognize Leopoldo "Polo" Palacios, who has been honored with the |
|---|
| 4 | 4 | | inaugural Polo Palacios Service Award for his extensive service |
|---|
| 5 | 5 | | to the Pharr community; and |
|---|
| 6 | 6 | | WHEREAS, Polo Palacios was born and raised in Pharr, and he |
|---|
| 7 | 7 | | attended the Pharr-San Juan-Alamo Independent School District; |
|---|
| 8 | 8 | | he served with distinction in the United States Air Force, and he |
|---|
| 9 | 9 | | had a successful career as a drug and alcohol abuse counselor |
|---|
| 10 | 10 | | before beginning a career in public service; and |
|---|
| 11 | 11 | | WHEREAS, In 1985, Mr. Palacios was appointed to the |
|---|
| 12 | 12 | | unexpired term of Pharr City Commissioner Lorenzo Garcia; he was |
|---|
| 13 | 13 | | elected mayor of the city in 2002; as mayor, he guided numerous |
|---|
| 14 | 14 | | initiatives that improved the quality of life in the community, |
|---|
| 15 | 15 | | including the annexation of South Pharr/Las Milpas, the |
|---|
| 16 | 16 | | provision of utility services for more than 20,000 residents, and |
|---|
| 17 | 17 | | substantial improvements to city streets and sidewalks; and |
|---|
| 18 | 18 | | WHEREAS, A treasured citizen of Pharr, Polo Palacios |
|---|
| 19 | 19 | | embodies the highest qualities of public service, and he has set |
|---|
| 20 | 20 | | new standards of excellence for future leaders to follow; now, |
|---|
| 21 | 21 | | therefore, be it |
|---|
| 22 | 22 | | RESOLVED, That the Senate of the State of Texas, 85th |
|---|
| 23 | 23 | | Legislature, hereby commend Leopoldo "Polo" Palacios for his |
|---|
| 24 | 24 | | many contributions to the Pharr community and congratulate him on |
|---|
| 25 | 25 | | being the namesake and first recipient of the Polo Palacios |
|---|
| 26 | 26 | | Service Award; and, be it further |
|---|
| 27 | 27 | | RESOLVED, That a copy of this Resolution be prepared for him |
