SENATE RESOLUTION NO. 84 WHEREAS, The Senate of the State of Texas is pleased to recognize Leopoldo "Polo" Palacios, who has been honored with the inaugural Polo Palacios Service Award for his extensive service to the Pharr community; and WHEREAS, Polo Palacios was born and raised in Pharr, and he attended the Pharr-San Juan-Alamo Independent School District; he served with distinction in the United States Air Force, and he had a successful career as a drug and alcohol abuse counselor before beginning a career in public service; and WHEREAS, In 1985, Mr. Palacios was appointed to the unexpired term of Pharr City Commissioner Lorenzo Garcia; he was elected mayor of the city in 2002; as mayor, he guided numerous initiatives that improved the quality of life in the community, including the annexation of South Pharr/Las Milpas, the provision of utility services for more than 20,000 residents, and substantial improvements to city streets and sidewalks; and WHEREAS, A treasured citizen of Pharr, Polo Palacios embodies the highest qualities of public service, and he has set new standards of excellence for future leaders to follow; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 85th Legislature, hereby commend Leopoldo "Polo" Palacios for his many contributions to the Pharr community and congratulate him on being the namesake and first recipient of the Polo Palacios Service Award; and, be it further RESOLVED, That a copy of this Resolution be prepared for him as an expression of esteem from the Texas Senate.
