 A BILL TO BE ENTITLED
 AN ACT
 relating to the authority of a political subdivision to adopt or
 enforce a requirement that a builder or contractor obtain a license
 or other similar certification from the political subdivision.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  The heading to Chapter 250, Local Government
 Code, is amended to read as follows:
 CHAPTER 250.  MISCELLANEOUS REGULATORY AUTHORITY OF MORE THAN ONE
 TYPE OF LOCAL GOVERNMENT [MUNICIPALITIES AND COUNTIES]
 SECTION 2.  Chapter 250, Local Government Code, is amended
 by adding Section 250.009 to read as follows:
 Sec. 250.009.  LIMITATION ON AUTHORITY TO REGULATE CERTAIN
 BUILDERS OR CONTRACTORS. A political subdivision may not adopt or
 enforce an ordinance, order, or other measure that requires a
 builder or contractor to obtain an occupational license or other
 form of certification from the political subdivision as a condition
 of obtaining a building permit or other authorization to construct
 or remodel a commercial structure.
 SECTION 3.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution. If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect December 1, 2017.
