| 10 | 10 | SECTION 1. Subchapter E, Chapter 370, Transportation Code, | |
| 11 | 11 | is amended by adding Section 370.1791 to read as follows: | |
| 12 | 12 | Sec. 370.1791. CONSTRUCTION OF TRANSPORTATION PROJECT BY | |
| 13 | 13 | CERTAIN AUTHORITIES PROHIBITED. An authority may not construct a | |
| 14 | 14 | transportation project if the authority operates a turnpike project | |
| 15 | 15 | that does not provide at least one adjacent nontolled lane of | |
| 16 | 16 | frontage road for each direction of travel of the turnpike project. | |
| 17 | 17 | SECTION 2. Section 370.1791, Transportation Code, as added | |
| 18 | 18 | by this Act, applies only to a transportation project for which a | |
| 19 | 19 | contract for financing, construction, or operation is entered into | |
| 20 | 20 | on or after the effective date of this Act. | |
| 21 | 21 | SECTION 3. This Act takes effect December 1, 2017. |
