| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter B, Chapter 31, Human Resources Code, |
|---|
| 11 | 11 | | is amended by adding Section 31.046 to read as follows: |
|---|
| 12 | 12 | | Sec. 31.046. AUDIT OF FINANCIAL ASSISTANCE PROGRAM MONEY BY |
|---|
| 13 | 13 | | STATE AUDITOR'S OFFICE. (a) The State Auditor's Office shall |
|---|
| 14 | 14 | | conduct an audit of the use of the money appropriated to the |
|---|
| 15 | 15 | | commission or another agency of this state to provide cash |
|---|
| 16 | 16 | | assistance benefits under the financial assistance program |
|---|
| 17 | 17 | | established under this chapter during the six state fiscal years |
|---|
| 18 | 18 | | beginning September 1, 2010. |
|---|
| 19 | 19 | | (b) Not later than December 1, 2018, the State Auditor's |
|---|
| 20 | 20 | | Office shall submit a written report of the audit conducted under |
|---|
| 21 | 21 | | this section to the legislature. |
|---|
| 22 | 22 | | (c) This section expires September 1, 2019. |
|---|
| 23 | 23 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 24 | 24 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 25 | 25 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 26 | 26 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 27 | 27 | | Act takes effect December 1, 2017. |
