6 | 6 | | WHEREAS, Landfills can present severe problems to their |

7 | 7 | | neighbors if not properly inspected and regulated; and |

8 | 8 | | WHEREAS, Texas residents and businesses located near |

9 | 9 | | municipal solid waste facilities have lodged numerous complaints |
---|
10 | 10 | | regarding a variety of negative impacts, including long-term |
---|
11 | 11 | | noxious odors, poor air quality, and leakage of household hazardous |
---|
12 | 12 | | wastes into groundwater; current oversight and permitting does not |
---|
13 | 13 | | appear to be adequate and is in need of review; now, therefore, be |
---|
14 | 14 | | it |

15 | 15 | | RESOLVED, That the 85th Legislature of the State of Texas, |
---|
16 | 16 | | 1st Called Session, hereby direct the Texas Commission on |
---|
17 | 17 | | Environmental Quality to conduct an assessment of the safety and |
---|
18 | 18 | | regulation of municipal solid waste facilities, including the |
---|
19 | 19 | | permit application and approval process, restrictions regarding |
---|
20 | 20 | | location, inspections, enforcement of regulations, and any other |
---|
21 | 21 | | matters the commission deems appropriate; and, be it further |
---|
22 | 22 | | RESOLVED, That the commission submit a detailed written |
---|
23 | 23 | | report, including findings and recommendations, to each standing |
---|
24 | 24 | | committee of the legislature with primary jurisdiction over |
---|
25 | 25 | | environmental regulation not later than December 1, 2018. |
