No. 29 CONCURRENT RESOLUTION WHEREAS, Landfills can present severe problems to their neighbors if not properly inspected and regulated; and WHEREAS, Texas residents and businesses located near municipal solid waste facilities have lodged numerous complaints regarding a variety of negative impacts, including long-term noxious odors, poor air quality, and leakage of household hazardous wastes into groundwater; current oversight and permitting does not appear to be adequate and is in need of review; now, therefore, be it RESOLVED, That the 85th Legislature of the State of Texas, 1st Called Session, hereby direct the Texas Commission on Environmental Quality to conduct an assessment of the safety and regulation of municipal solid waste facilities, including the permit application and approval process, restrictions regarding location, inspections, enforcement of regulations, and any other matters the commission deems appropriate; and, be it further RESOLVED, That the commission submit a detailed written report, including findings and recommendations, to each standing committee of the legislature with primary jurisdiction over environmental regulation not later than December 1, 2018.
