118 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
129 SECTION 1. Article III, Texas Constitution, is amended by
1310 adding Section 68 to read as follows:
1411 Sec. 68. A law enacted by the legislature on or after
15- January 1, 2018, that requires a municipality, county, or school
16- district to establish, expand, or modify a duty or activity that
17- requires the expenditure of revenue by the municipality, county, or
18- school district is not effective unless the legislature
19- appropriates or otherwise provides, from a source other than the
20- revenue of the municipality, county, or school district, for the
21- payment or reimbursement of the costs incurred for the biennium by
22- the municipality, county, or school district in complying with the
12+ January 1, 2019, that requires a municipality or county to
13+ establish, expand, or modify a duty or activity that requires the
14+ expenditure of revenue by the municipality or county is not
15+ effective unless the legislature appropriates or otherwise
16+ provides, from a source other than the revenue of the municipality
17+ or county, for the payment or reimbursement of the costs incurred
18+ for the biennium by the municipality or county in complying with the

2420 SECTION 2. This proposed constitutional amendment shall be
25- submitted to the voters at an election to be held November 7, 2017.
