5 | 6 | | WHEREAS, Camille D. Miller of Austin is retiring as president |

6 | 7 | | and chief executive officer of the Texas Health Institute on |

7 | 8 | | September 16, 2017, concluding a 22-year tenure at the helm of the |

8 | 9 | | agency and drawing to a close four decades of service to her fellow |
---|
9 | 10 | | Texans; and |
---|
10 | 11 | | WHEREAS, A graduate of The University of Texas at Austin, |
---|
11 | 12 | | Ms. Miller holds a bachelor's degree in sociology and a master's |
---|
12 | 13 | | degree in social work; she was hired by Governor Preston Smith's |
---|
13 | 14 | | office in 1970 as a statistician in the Division of Planning |
---|
14 | 15 | | Coordination, and she became director of plans and research during |
---|
15 | 16 | | the Dolph Briscoe administration; subsequently, she joined the |
---|
16 | 17 | | Manpower Services Division in the Texas Department of Community |
---|
17 | 18 | | Affairs and was its assistant director before becoming a partner in |
---|
18 | 19 | | Dimension Associates, a private consulting firm; and |
---|
19 | 20 | | WHEREAS, Ms. Miller returned to state government in 1982 and |
---|
20 | 21 | | rose to become director of policy and research in the office of the |
---|
21 | 22 | | lieutenant governor under William P. Hobby; later, she served with |
---|
22 | 23 | | Bob Bullock in both the office of the comptroller and the office of |
---|
23 | 24 | | the lieutenant governor; she briefly led the newly created Texas |
---|
24 | 25 | | Department of Protective and Regulatory Affairs as interim |
---|
25 | 26 | | executive director in the early 1990s and then served as chief of |
---|
26 | 27 | | staff for Senator Judith Zaffirini at the Senate Committee on |
---|
27 | 28 | | Health and Human Services; and |
---|
28 | 29 | | WHEREAS, In 1995, Ms. Miller became Medicaid Project |
---|
29 | 30 | | director for the Texas Hospital Association, and she took on |
---|
30 | 31 | | leadership of the Texas Institute for Health Policy Research the |
---|
31 | 32 | | following year; she has served her profession in numerous |
---|
32 | 33 | | capacities, among them chair of the National Network of Public |
---|
33 | 34 | | Health Institutes and the National State Health Policy Centers |
---|
34 | 35 | | Collaborative, and her many accolades include lifetime achievement |
---|
35 | 36 | | awards from both the National Association of Social Workers and its |
---|
36 | 37 | | Texas chapter and an honorary doctorate in public service from the |
---|
37 | 38 | | board of regents of the University of North Texas Health Science |
---|
38 | 39 | | Center; and |
---|
39 | 40 | | WHEREAS, Camille Miller has made a lasting, positive |
---|
40 | 41 | | difference in many lives through her outstanding contributions in |
---|
41 | 42 | | public service and public policy, and she may indeed take pride in a |
---|
42 | 43 | | career well spent; now, therefore, be it |
---|
43 | 44 | | RESOLVED, That the House of Representatives of the 85th Texas |
---|
44 | 45 | | Legislature, 1st Called Session, hereby congratulate Camille |
---|
45 | 46 | | Miller on her retirement as president and CEO of the Texas Health |
---|
46 | 47 | | Institute and extend to her sincere best wishes for the future; and, |
