H.R. No. 449 R E S O L U T I O N WHEREAS, Camille D. Miller of Austin is retiring as president and chief executive officer of the Texas Health Institute on September 16, 2017, concluding a 22-year tenure at the helm of the agency and drawing to a close four decades of service to her fellow Texans; and WHEREAS, A graduate of The University of Texas at Austin, Ms. Miller holds a bachelor's degree in sociology and a master's degree in social work; she was hired by Governor Preston Smith's office in 1970 as a statistician in the Division of Planning Coordination, and she became director of plans and research during the Dolph Briscoe administration; subsequently, she joined the Manpower Services Division in the Texas Department of Community Affairs and was its assistant director before becoming a partner in Dimension Associates, a private consulting firm; and WHEREAS, Ms. Miller returned to state government in 1982 and rose to become director of policy and research in the office of the lieutenant governor under William P. Hobby; later, she served with Bob Bullock in both the office of the comptroller and the office of the lieutenant governor; she briefly led the newly created Texas Department of Protective and Regulatory Affairs as interim executive director in the early 1990s and then served as chief of staff for Senator Judith Zaffirini at the Senate Committee on Health and Human Services; and WHEREAS, In 1995, Ms. Miller became Medicaid Project director for the Texas Hospital Association, and she took on leadership of the Texas Institute for Health Policy Research the following year; she has served her profession in numerous capacities, among them chair of the National Network of Public Health Institutes and the National State Health Policy Centers Collaborative, and her many accolades include lifetime achievement awards from both the National Association of Social Workers and its Texas chapter and an honorary doctorate in public service from the board of regents of the University of North Texas Health Science Center; and WHEREAS, Camille Miller has made a lasting, positive difference in many lives through her outstanding contributions in public service and public policy, and she may indeed take pride in a career well spent; now, therefore, be it RESOLVED, That the House of Representatives of the 85th Texas Legislature, 1st Called Session, hereby congratulate Camille Miller on her retirement as president and CEO of the Texas Health Institute and extend to her sincere best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for Ms. Miller as an expression of high regard by the Texas House of Representatives.
