66 AN ACT
77 relating to requiring the board of trustees of each school district
88 to create a nonvoting parent trustee position on the board.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter C, Chapter 11, Education Code, is
1111 amended by adding Section 11.0512 to read as follows:
1212 Sec. 11.0512. PARENT TRUSTEE. (a) In addition to the
1313 number of trustees of a school district as provided by Section
1414 11.051, the board of trustees of each school district must include
1515 as a nonvoting member a parent trustee as provided by this section.
1616 (b) For a parent trustee under this section, the board shall
1717 adopt a policy that establishes:
1818 (1) the term of the parent trustee;
1919 (2) the procedures for selecting a parent trustee,
2020 including the method for filling a vacancy; and
2121 (3) the procedures for removal of a parent trustee.
2222 (c) A person is eligible to serve as a parent trustee for a
2323 school district if the person is the parent of a student who is
2424 currently enrolled in the school district.
2525 (d) The board shall adopt a policy regarding parent trustee:
2626 (1) participation, other than voting, in board
2727 deliberations; and
2828 (2) access to information, documents, and records,
2929 consistent with the Family Educational Rights and Privacy Act of
3030 1974 (20 U.S.C. Section 1232g).
3131 SECTION 2. This Act takes effect December 1, 2017.
