| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter C, Chapter 11, Education Code, is |
|---|
| 11 | 11 | | amended by adding Section 11.0512 to read as follows: |
|---|
| 12 | 12 | | Sec. 11.0512. PARENT TRUSTEE. (a) In addition to the |
|---|
| 13 | 13 | | number of trustees of a school district as provided by Section |
|---|
| 14 | 14 | | 11.051, the board of trustees of each school district must include |
|---|
| 15 | 15 | | as a nonvoting member a parent trustee as provided by this section. |
|---|
| 16 | 16 | | (b) For a parent trustee under this section, the board shall |
|---|
| 17 | 17 | | adopt a policy that establishes: |
|---|
| 18 | 18 | | (1) the term of the parent trustee; |
|---|
| 19 | 19 | | (2) the procedures for selecting a parent trustee, |
|---|
| 20 | 20 | | including the method for filling a vacancy; and |
|---|
| 21 | 21 | | (3) the procedures for removal of a parent trustee. |
|---|
| 22 | 22 | | (c) A person is eligible to serve as a parent trustee for a |
|---|
| 23 | 23 | | school district if the person is the parent of a student who is |
|---|
| 24 | 24 | | currently enrolled in the school district. |
|---|
| 25 | 25 | | (d) The board shall adopt a policy regarding parent trustee: |
|---|
| 26 | 26 | | (1) participation, other than voting, in board |
|---|
| 27 | 27 | | deliberations; and |
|---|
| 28 | 28 | | (2) access to information, documents, and records, |
|---|
| 29 | 29 | | consistent with the Family Educational Rights and Privacy Act of |
|---|
| 30 | 30 | | 1974 (20 U.S.C. Section 1232g). |
|---|
| 31 | 31 | | SECTION 2. This Act takes effect December 1, 2017. |
