 A BILL TO BE ENTITLED
 AN ACT
 relating to requiring the board of trustees of each school district
 to create a nonvoting parent trustee position on the board.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter C, Chapter 11, Education Code, is
 amended by adding Section 11.0512 to read as follows:
 Sec. 11.0512.  PARENT TRUSTEE. (a)  In addition to the
 number of trustees of a school district as provided by Section
 11.051, the board of trustees of each school district must include
 as a nonvoting member a parent trustee as provided by this section.
 (b)  For a parent trustee under this section, the board shall
 adopt a policy that establishes:
 (1)  the term of the parent trustee;
 (2)  the procedures for selecting a parent trustee,
 including the method for filling a vacancy; and
 (3)  the procedures for removal of a parent trustee.
 (c)  A person is eligible to serve as a parent trustee for a
 school district if the person is the parent of a student who is
 currently enrolled in the school district.
 (d)  The board shall adopt a policy regarding parent trustee:
 (1)  participation, other than voting, in board
 deliberations; and
 (2)  access to information, documents, and records,
 consistent with the Family Educational Rights and Privacy Act of
 1974 (20 U.S.C. Section 1232g).
 SECTION 2.  This Act takes effect December 1, 2017.
