| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | recognize State Trooper Franklin Randolph for his lifesaving |
|---|
| 4 | 4 | | actions while serving in the line of duty; and |
|---|
| 5 | 5 | | WHEREAS, Franklin Randolph is a Texas Department of Public |
|---|
| 6 | 6 | | Safety trooper stationed in Burnet County; on November 7, 2016, |
|---|
| 7 | 7 | | he responded to a call about a driver trapped in a vehicle at a |
|---|
| 8 | 8 | | low-water crossing; upon arriving at the scene, he found the |
|---|
| 9 | 9 | | driver in a partially submerged vehicle; the determined officer |
|---|
| 10 | 10 | | braved the treacherous water and was able to pull the driver |
|---|
| 11 | 11 | | through a window, as Deputy Eric Molina of the Burnet County |
|---|
| 12 | 12 | | Sheriff's Department lowered a rescue rope to the water; Trooper |
|---|
| 13 | 13 | | Randolph held on to the victim and the rope as the deputy pulled |
|---|
| 14 | 14 | | them both to safety; and |
|---|
| 15 | 15 | | WHEREAS, Trooper Randolph is a highly respected officer |
|---|
| 16 | 16 | | who has diligently upheld the department's mission to protect and |
|---|
| 17 | 17 | | serve the citizens of Texas; he has manifested uncommon |
|---|
| 18 | 18 | | dedication in managing his far-reaching responsibilities, and he |
|---|
| 19 | 19 | | is admired by colleagues and area residents for his bravery and |
|---|
| 20 | 20 | | perseverance; and |
|---|
| 21 | 21 | | WHEREAS, The Texas Department of Public Safety and the |
|---|
| 22 | 22 | | Texas Public Safety Commission honored Trooper Randolph for his |
|---|
| 23 | 23 | | exceptional act of heroism with a Lifesaving Award at a ceremony |
|---|
| 24 | 24 | | in Austin on June 15, 2017; now, therefore, be it |
|---|
| 25 | 25 | | RESOLVED, That the Senate of the State of Texas, 85th |
|---|
| 26 | 26 | | Legislature, 1st Called Session, hereby commend State Trooper |
|---|
| 27 | 27 | | Franklin Randolph for his quick thinking and courage in the line |
|---|
| 28 | 28 | | of duty and extend to him best wishes in all his future endeavors; |
|---|
| 29 | 29 | | and, be it further |

| 30 | 30 | | RESOLVED, That a copy of this Resolution be prepared for |
