SENATE RESOLUTION NO. 90
WHEREAS, The Senate of the State of Texas is pleased to
recognize State Trooper Franklin Randolph for his lifesaving
actions while serving in the line of duty; and
WHEREAS, Franklin Randolph is a Texas Department of Public
Safety trooper stationed in Burnet County; on November 7, 2016,
he responded to a call about a driver trapped in a vehicle at a
low-water crossing; upon arriving at the scene, he found the
driver in a partially submerged vehicle; the determined officer
braved the treacherous water and was able to pull the driver
through a window, as Deputy Eric Molina of the Burnet County
Sheriff's Department lowered a rescue rope to the water; Trooper
Randolph held on to the victim and the rope as the deputy pulled
them both to safety; and
WHEREAS, Trooper Randolph is a highly respected officer
who has diligently upheld the department's mission to protect and
serve the citizens of Texas; he has manifested uncommon
dedication in managing his far-reaching responsibilities, and he
is admired by colleagues and area residents for his bravery and
perseverance; and
WHEREAS, The Texas Department of Public Safety and the
Texas Public Safety Commission honored Trooper Randolph for his
exceptional act of heroism with a Lifesaving Award at a ceremony
in Austin on June 15, 2017; now, therefore, be it
RESOLVED, That the Senate of the State of Texas, 85th
Legislature, 1st Called Session, hereby commend State Trooper
Franklin Randolph for his quick thinking and courage in the line
of duty and extend to him best wishes in all his future endeavors;
and, be it further
RESOLVED, That a copy of this Resolution be prepared for
him as an expression of esteem from the Texas Senate.
