6	6	AN ACT
7	7	relating to the salary paid to certain professional employees of
8	8	public schools.
9	9	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
10	10	SECTION 1. Section 21.402, Education Code, is amended by
11	11	amending Subsections (c) and (g) and adding Subsections (c-2),
12	12	(c-3), and (d) to read as follows:

32	32	(c-2) Notwithstanding Subsection (a), for the 2019-2020
33	33	school year, a classroom teacher, full-time librarian, full-time
34	34	school counselor certified under Subchapter B, or full-time school
35	35	nurse is entitled to a monthly salary that is at least equal to the
36	36	sum of:
37	37	(1) the monthly salary the employee would have
38	38	received for the 2019-2020 school year under the district's salary
39	39	schedule for the 2018-2019 school year, if that schedule had been in
40	40	effect for the 2019-2020 school year, including any local
41	41	supplement and any money representing a career ladder supplement
42	42	the employee would have received in the 2019-2020 school year; and
43	43	(2) $2,500.
44	44	(c-3) Subsection (c-2) and this subsection expire September
45	45	1, 2020.
46	46	(d) A classroom teacher, full-time librarian, full-time
47	47	school counselor certified under Subchapter B, or full-time school
48	48	nurse employed by a school district in the 2019-2020 school year is,
49	49	as long as the employee is employed by the same district, entitled
50	50	to a salary that is at least equal to the salary the employee
51	51	received for the 2019-2020 school year.
52	52	(g) The commissioner may adopt rules to govern the
53	53	application of this section, including rules that:
54	54	(1) require the payment of a minimum salary under this
55	55	section to a person employed in more than one capacity for which a
56	56	minimum salary is provided and whose combined employment in those
57	57	capacities constitutes full-time employment; and
58	58	(2) specify the credentials a person must hold to be
59	59	considered a [speech pathologist or] school nurse under this
60	60	section.
61	61	SECTION 2. Section 42.2513(a), Education Code, is amended
62	62	to read as follows:
63	63	(a) A school district, including a school district that is
64	64	otherwise ineligible for state aid under this chapter, is entitled
65	65	to state aid in an amount equal to the sum of:
66	66	(1) the product of $500 multiplied by the number of
67	67	full-time district employees, other than administrators or
68	68	employees subject to the minimum salary schedule under Section
69	69	21.402; [and]
70	70	(2) the product of $25,000 multiplied by the number of
71	71	classroom teachers, full-time librarians, full-time school
72	72	counselors certified under Subchapter B, Chapter 21, and full-time
73	73	school nurses employed by the district; and
74	74	(3) the product of $250 multiplied by the number of
75	75	part-time district employees, other than administrators.
76	76	SECTION 3. Section 21.402(c-1), Education Code, is
77	77	repealed.
78	78	SECTION 4. This Act applies beginning with the 2019-2020
79	79	school year.
80	80	SECTION 5. This Act takes effect September 1, 2019.
