512 relating to services provided for students at public institutions
613 of higher education who are or were in foster care.
714 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
815 SECTION 1. The heading to Section 51.9356, Education Code,
916 is amended to read as follows:
1017 Sec. 51.9356. DESIGNATION OF LIAISON OFFICER TO ASSIST
1118 STUDENTS WHO ARE OR WERE [FORMERLY] IN FOSTER CARE.
1219 SECTION 2. Section 51.9356, Education Code, is amended by
1320 amending Subsection (b) and adding Subsections (c), (d), (e), and
1421 (f) to read as follows:
1522 (b) Each institution of higher education shall designate at
1623 least one employee of the institution to act as a liaison officer
1724 for current and incoming students at the institution who are or were
1825 formerly in the conservatorship of the Department of Family and
1926 Protective Services. To the extent allowed by state or federal law,
2027 the institution shall identify those students from information
2128 provided to the institution in admission or financial aid
2229 applications or other available resources.
2330 (c) Each semester or other academic term, an institution of
2431 higher education shall provide to the institution's liaison officer
2532 the names of and information regarding the students described by
2633 Subsection (b).
2734 (d) The liaison officer shall provide to the [those]
2835 students described by Subsection (b) information regarding support
2936 services and other resources available to the students at the
3037 institution and any other relevant information to assist the
3138 students.
3239 (e) The liaison officer may participate in any training that
3340 enables the officer to carry out the officer's duties and
3441 coordinate with liaison officers at other educational
3542 institutions.
3643 (f) Each institution of higher education shall publicize,
3744 including through the institution's Internet website, social
3845 media, electronic mail, or other means of communication used by the
3946 institution:
4047 (1) the name of and contact information for the
4148 institution's liaison officer; and
4249 (2) information regarding support services and other
4350 resources available at the institution to the students described by
4451 Subsection (b).
4552 SECTION 3. Not later than January 1, 2020, each public
4653 institution of higher education shall publicize the information
4754 required by Section 51.9356(f), Education Code, as added by this
4855 Act.
4956 SECTION 4. This Act takes effect immediately if it receives
5057 a vote of two-thirds of all the members elected to each house, as
5158 provided by Section 39, Article III, Texas Constitution. If this
5259 Act does not receive the vote necessary for immediate effect, this
5360 Act takes effect September 1, 2019.
