7 | 14 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

8 | 15 | | SECTION 1. The heading to Section 51.9356, Education Code, |
---|
9 | 16 | | is amended to read as follows: |
---|
10 | 17 | | Sec. 51.9356. DESIGNATION OF LIAISON OFFICER TO ASSIST |
---|
11 | 18 | | STUDENTS WHO ARE OR WERE [FORMERLY] IN FOSTER CARE. |
---|
12 | 19 | | SECTION 2. Section 51.9356, Education Code, is amended by |
---|
13 | 20 | | amending Subsection (b) and adding Subsections (c), (d), (e), and |
---|
14 | 21 | | (f) to read as follows: |
---|
15 | 22 | | (b) Each institution of higher education shall designate at |
---|
16 | 23 | | least one employee of the institution to act as a liaison officer |
---|
17 | 24 | | for current and incoming students at the institution who are or were |
---|
18 | 25 | | formerly in the conservatorship of the Department of Family and |
---|
19 | 26 | | Protective Services. To the extent allowed by state or federal law, |
---|
20 | 27 | | the institution shall identify those students from information |
---|
21 | 28 | | provided to the institution in admission or financial aid |
---|
22 | 29 | | applications or other available resources. |
---|
23 | 30 | | (c) Each semester or other academic term, an institution of |
---|
24 | 31 | | higher education shall provide to the institution's liaison officer |
---|
25 | 32 | | the names of and information regarding the students described by |
---|
26 | 33 | | Subsection (b). |
---|
27 | 34 | | (d) The liaison officer shall provide to the [those] |
---|
28 | 35 | | students described by Subsection (b) information regarding support |
---|
29 | 36 | | services and other resources available to the students at the |
---|
30 | 37 | | institution and any other relevant information to assist the |
---|
31 | 38 | | students. |
---|
32 | 39 | | (e) The liaison officer may participate in any training that |
---|
33 | 40 | | enables the officer to carry out the officer's duties and |
---|
34 | 41 | | coordinate with liaison officers at other educational |
---|
35 | 42 | | institutions. |
---|
36 | 43 | | (f) Each institution of higher education shall publicize, |
---|
37 | 44 | | including through the institution's Internet website, social |
---|
38 | 45 | | media, electronic mail, or other means of communication used by the |
---|
39 | 46 | | institution: |
---|
40 | 47 | | (1) the name of and contact information for the |
---|
41 | 48 | | institution's liaison officer; and |
---|
42 | 49 | | (2) information regarding support services and other |
---|
43 | 50 | | resources available at the institution to the students described by |
---|
44 | 51 | | Subsection (b). |
---|
45 | 52 | | SECTION 3. Not later than January 1, 2020, each public |
---|
46 | 53 | | institution of higher education shall publicize the information |
---|
47 | 54 | | required by Section 51.9356(f), Education Code, as added by this |
---|
48 | 55 | | Act. |
---|
49 | 56 | | SECTION 4. This Act takes effect immediately if it receives |
---|
50 | 57 | | a vote of two-thirds of all the members elected to each house, as |
---|
51 | 58 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
52 | 59 | | Act does not receive the vote necessary for immediate effect, this |
---|
53 | 60 | | Act takes effect September 1, 2019. |
