 A BILL TO BE ENTITLED
 AN ACT
 relating to annual applications for ballots to be voted by mail.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 86.0015, Election Code, is amended by
 amending Subsection (b) and adding Subsection (b-3) to read as
 follows:
 (b)  An application described by Subsection (a) is
 considered to be an application for a ballot for each election,
 including any ensuing runoff:
 (1)  in which the applicant is eligible to vote; and
 (2)  that occurs before the earlier of:
 (A)  except as provided by Subsection (b-2) or
 (b-3), the end of the calendar year in which the application was
 submitted;
 (B)  the date the county clerk receives notice
 from the voter registrar under Subsection (f) that the voter has
 changed residence to another county; or
 (C)  the date the voter's registration is
 canceled.
 (b-3)  An application is considered to be submitted for the
 year in which the application is submitted and the following
 calendar year for purposes of this section if:
 (1)  the first election in which the applicant is
 eligible to vote following the submission of the application is an
 election held on the uniform election date in November of an
 odd-numbered year; and
 (2)  the applicant indicates that the application is
 for the next November election and the elections held in the
 following calendar year.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2019.
