8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

9 | 9 | | SECTION 1. Chapter 321, Government Code, is amended by |
---|
10 | 10 | | adding Section 321.024 to read as follows: |
---|
11 | 11 | | Sec. 321.024. STATE AGENCY'S WORKFORCE AND SUCCESSION PLAN. |
---|
12 | 12 | | (a) In this section, "state agency" has the meaning assigned by |
---|
13 | 13 | | Section 2056.001. |
---|
14 | 14 | | (b) The State Auditor shall include in the State Auditor's |
---|
15 | 15 | | annual report on classified employee turnover: |
---|
16 | 16 | | (1) a list of each state agency that has submitted the |
---|
17 | 17 | | workforce and succession plan under Section 2056.0021 and each |
---|
18 | 18 | | state agency that has failed to submit a plan under that section; |
---|
19 | 19 | | and |
---|
20 | 20 | | (2) a thorough and comprehensive summary of the types |
---|
21 | 21 | | and extent of workforce and succession planning completed by state |
---|
22 | 22 | | agencies. |

23 | 23 | | SECTION 2. Section 2056.0021, Government Code, is amended |
---|
24 | 24 | | to read as follows: |
---|
25 | 25 | | Sec. 2056.0021. WORKFORCE AND SUCCESSION PLANNING. (a) As |
---|
26 | 26 | | part of the strategic plan required under Section 2056.002, a state |
---|
27 | 27 | | agency shall conduct a strategic staffing analysis and develop a |
---|
28 | 28 | | workforce and succession plan, according to guidelines developed by |
---|
29 | 29 | | the state auditor, to address critical staffing and training needs |
---|
30 | 30 | | of the agency, including the need for experienced employees to |
---|
31 | 31 | | impart knowledge to their potential successors. |
---|
32 | 32 | | (b) The workforce and succession plan developed by a state |
---|
33 | 33 | | agency under Subsection (a) must include: |
---|
34 | 34 | | (1) provisions that: |
---|
35 | 35 | | (A) identify and develop mechanisms to ensure the |
---|
36 | 36 | | transfer of institutional knowledge from experienced and retiring |
---|
37 | 37 | | employees who are not appointed by the governor or the governing |
---|
38 | 38 | | body of the state agency to succeeding employees; and |
---|
39 | 39 | | (B) identify the skills and abilities necessary |
---|
40 | 40 | | for the development of the succeeding employees; and |
---|
41 | 41 | | (2) a report on the implementation of the mechanisms, |
---|
42 | 42 | | skills, and abilities identified and developed in the previous |
---|
43 | 43 | | workforce and succession plan. |
---|
44 | 44 | | (c) A state agency shall include in the state agency's |
---|
45 | 45 | | legislative appropriations request a provision stating whether the |
---|
46 | 46 | | state agency has developed a workforce and succession plan as |
---|
47 | 47 | | required by this section. |
---|
48 | 48 | | SECTION 3. This Act takes effect September 1, 2019. |
