 A BILL TO BE ENTITLED
 AN ACT
 relating to the training requirements for and the expiration of a
 school marshal license issued or renewed by the Texas Commission on
 Law Enforcement.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 1701.260, Occupations Code, is amended
 by adding Subsection (c-1) and amending Subsections (g) and (h) to
 read as follows:
 (c-1)  The training program may include up to 40 hours of
 instruction through an online course from a provider approved by
 the commission.
 (g)  A person's license under this section expires on August
 1 following [the first birthday of the person occurring after] the
 second anniversary of the date the commission licenses the person.
 A renewed school marshal license expires on August 1 [the person's
 birth date], two years after the expiration of the previous
 license.
 (h)  A person may renew the school marshal license under this
 section by:
 (1)  successfully completing a renewal course designed
 and administered by the commission, which such license renewal
 training will not exceed 10 [16] hours combined of classroom and
 simulation training;
 (2)  demonstrating appropriate knowledge on an
 examination designed and administered by the commission;
 (3)  demonstrating handgun proficiency to the
 satisfaction of the commission staff; and
 (4)  demonstrating psychological fitness on the
 examination described in Subsection (d).
 SECTION 2.  (a) A license issued or renewed before the
 effective date of this Act expires on August 1 following the second
 anniversary of the date the Texas Commission on Law Enforcement
 issued or renewed the previous license.
 (b)  The change in law made by amending Section 1701.260(h),
 Occupations Code, applies to a school marshal license renewal
 training course for a license that expires on or after the effective
 date of this Act.
 SECTION 3.  This Act takes effect September 1, 2019.
