1012 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1113 SECTION 1. Section 37.108, Education Code, is amended by
12- adding Subsection (f) to read as follows:

1315 (f) A school district shall include in its multihazard
1416 emergency operations plan a protocol for responding to an active
1517 shooter emergency in a district facility. The protocol must
1618 provide for school drills and exercises to prepare for an active
1719 shooter emergency as part of the mandatory school drills and
1820 exercises under Subsection (a)(2).
21+ (g) The commissioner shall adopt rules providing the number
22+ and content of mandatory school drills required under Subsection
23+ (f). In adopting rules under this subsection, the commissioner
24+ shall consult with a public institution of higher education that
25+ provides active shooter response training.
1926 SECTION 2. Section 37.0812, Education Code, is amended to
2027 read as follows:
2128 Sec. 37.0812. TRAINING POLICY: SCHOOL DISTRICT PEACE
2229 OFFICERS AND SCHOOL RESOURCE OFFICERS. (a) A school district peace
23- officer and school resource officer shall complete an active
24- shooter response training program approved by the Texas Commission
25- on Law Enforcement.
30+ officer or school resource officer shall complete an active shooter
31+ response training program approved by the Texas Commission on Law
32+ Enforcement.
2633 (b) A school district with an enrollment of 30,000 or more
2734 students that commissions a school district peace officer or at
2835 which a school resource officer provides law enforcement shall
2936 adopt a policy requiring the officer to complete the education and
3037 training program required by Section 1701.263, Occupations Code.
3138 SECTION 3. As soon as practicable after the effective date
39+ of this Act, the commissioner of education shall adopt the rules
40+ required by Section 37.108(g), Education Code, as added by this
41+ Act.
42+ SECTION 4. As soon as practicable after the effective date
3243 of this Act, the Texas Commission on Law Enforcement shall approve
3344 an active shooter response training program required under Section
3445 37.0812, Education Code, as amended by this Act.
35- SECTION 4. A school district peace officer and school
36- resource officer who begin employment with or begin providing law
46+ SECTION 5. A school district peace officer or school
47+ resource officer who begins employment with or begins providing law
3748 enforcement at a school district on a date occurring before
3849 September 1, 2019, shall complete the training required by Section
3950 37.0812, Education Code, as amended by this Act, as soon as

42- SECTION 5. This Act takes effect September 1, 2019.
