98 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
109 SECTION 1. Section 28.002, Education Code, is amended by
1110 adding Subsection (z) to read as follows:
1211 (z) The State Board of Education by rule shall require each
13- school district with an enrollment of at least 3,250 students to
14- incorporate instruction in digital citizenship into the district's
15- curriculum. In this subsection, "digital citizenship" means the
16- standards of appropriate, responsible, and healthy online
17- behavior, including the ability to access, analyze, evaluate,
18- create, and act on all forms of digital communication.

1917 SECTION 2. This Act applies beginning with the 2019-2020

22- A school district is required to implement a
23- provision of this Act only if the legislature appropriates money to
24- the Texas Education Agency that is provided to school districts
25- specifically for that purpose. If the legislature does not
26- appropriate money that is provided to school districts specifically
27- for that purpose, a school district may, but is not required to,
28- implement a provision of this Act using other appropriations
29- available for that purpose.
30- SECTION 4. This Act takes effect immediately if it receives
