| 13 | 13 | by a municipality, county, or other political subdivision relating | |
| 14 | 14 | to the time and manner of solicitations made within the | |
| 15 | 15 | municipality, county, or political subdivision by a license holder | |
| 16 | 16 | or employee of a license holder. | |
