512 relating to the creation of the Commission on Texas Workforce of the
613 Future.
714 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
815 SECTION 1. Chapter 29, Education Code, is amended by adding
916 Subchapter Z-1 to read as follows:
1017 SUBCHAPTER Z-1. COMMISSION ON TEXAS WORKFORCE OF THE FUTURE
1118 Sec. 29.951. DEFINITION. In this subchapter, "commission"
1219 means the Commission on Texas Workforce of the Future.
1320 Sec. 29.952. COMMISSION ON TEXAS WORKFORCE OF THE FUTURE.
1421 (a) The Commission on Texas Workforce of the Future is established
1522 to engage business, state agencies, and local workforce system
1623 partners in the efforts of state and local authorities to build the
1724 state's workforce talent pipeline.
1825 (b) The commission members shall provide reliable and
1926 accurate data pertinent to college and career readiness,
2027 industry-based workforce credentials, associate and bachelor's
2128 degree programs, and high-demand industry jobs and careers.
2229 (c) The commission is composed of 17 members as follows:
2330 (1) five members appointed by the governor;
2431 (2) four members appointed by the lieutenant governor;
2532 (3) four members appointed by the speaker of the house
2633 of representatives;
2734 (4) the commissioner of higher education or the
2835 commissioner's designee;
2936 (5) a commissioner of the Texas Workforce Commission
3037 appointed by the chair of the Texas Workforce Commission or the
3138 commissioner's designee;
3239 (6) the commissioner or the commissioner's designee;
3340 and
3441 (7) the chair of the Texas Economic Development
3542 Corporation.
3643 (d) The members appointed by the governor must have an
3744 interest in the future of the state's workforce. At least one of
3845 the members appointed by the governor must be a member of a
3946 statewide labor federation. In appointing the members, the
4047 governor shall consider appointing a business leader representing
4148 each of the following industries:
4249 (1) oil and gas;
4350 (2) technology and manufacturing;
4451 (3) health care;
4552 (4) construction; and
4653 (5) petrochemicals.
4754 (e) The appointments made by the lieutenant governor must
4855 include:
4956 (1) two members of the senate;
5057 (2) an administrator in a kindergarten through 12th
5158 grade public school system or an elected member of the board of
5259 trustees of a school district; and
5360 (3) the superintendent of an adult education program
5461 provided under an adult high school and industry certification
5562 charter school program under Section 29.259 or the superintendent's
5663 designee.
5764 (f) The appointments made by the speaker of the house of
5865 representatives must include:
5966 (1) two members of the house of representatives;
6067 (2) a representative of a high school dropout recovery
6168 adult education program serving students who are at least 18 years
6269 of age and not older than 25 years of age or a public school
6370 superintendent who oversees a high school dropout recovery adult
6471 education program; and
6572 (3) an administrator of a public community or
6673 technical college or a public university in this state.
6774 (g) In making appointments under Subsection (c), the
6875 governor, the lieutenant governor, and the speaker of the house of
6976 representatives shall coordinate to ensure that the members they
7077 appoint reflect, to the extent possible, the ethnic and geographic
7178 diversity of this state.
7279 Sec. 29.953. PRESIDING OFFICER. The governor shall
7380 designate the presiding officer of the commission. The presiding
7481 officer must be a business executive.
7582 Sec. 29.954. COMPENSATION AND REIMBURSEMENT. A member of
7683 the commission is not entitled to compensation for service on the
7784 commission but is entitled to reimbursement for actual and
7885 necessary expenses incurred in performing commission duties.
7986 Sec. 29.955. ADMINISTRATIVE SUPPORT AND FUNDING. (a)
8087 Staff members of the agency shall provide administrative support
8188 for the commission.
8289 (b) Funding for the administrative and operational expenses
8390 of the commission shall be provided by appropriation to the agency.
8491 Sec. 29.956. RECOMMENDATIONS. (a) The commission shall
8592 develop recommendations under this subchapter to address issues
8693 related to workforce development and the future of the state's
8794 workforce, including:
8895 (1) strengthening and supporting industry-led
8996 public-private partnerships that connect people with careers and
9097 match employers with skilled talent;
9198 (2) improving regional coordination and alignment
9299 between industry, the public workforce system, public schools,
93100 higher education institutions, and community-based organizations
94101 to create college and career pathways that lead to good jobs;
95102 (3) attracting, educating, developing, and placing
96103 workers in high-demand industry sectors;
97104 (4) addressing the current and future skills gap
98105 across the state economy and identifying statewide initiatives to
99106 enhance cross-sector collaboration, communication, and alignment;
100107 (5) identifying incentives to encourage cooperation
101108 between sectors that fosters innovative approaches to meet the
102109 current and future workforce demands;
103110 (6) increasing the number of work-based learning
104111 opportunities in this state and the availability of those
105112 opportunities, including for persons experiencing barriers to
106113 employment and who are historically underrepresented in
107114 high-growth, high-wage industries, including in small and midsize
108115 companies;
109116 (7) developing a comprehensive plan for phasing in,
110117 beginning with the 2021-2022 school year, an expansion of the adult
111118 high school and industry certification charter school program under
112119 Section 29.259 as a strategy for meeting industry needs for a
113120 sufficiently trained workforce within this state; and
114121 (8) recommending statutory changes to the laws
115122 governing the public workforce system, public education, and higher
116123 education to enhance career path options and ensure long-term
117124 collaboration with industry.
118125 (b) The commission shall establish one or more work groups
119126 composed of not more than five members of the commission to study,
120127 discuss, and address specific policy issues and recommendations to
121128 refer to the commission for consideration. In establishing a work
122129 group under this subsection, the commission shall ensure that the
123130 membership of the work group includes at least two representatives
124131 from the business community.
125132 Sec. 29.957. REPORT. Not later than December 31, 2020, the
126133 commission shall prepare and deliver a report to the governor and
127134 the legislature that includes recommendations for statutory and
128135 regulatory changes to enhance workforce development and
129136 coordination and alignment between industry, public education, and
130137 higher education, including any adjustments to college and career
131138 pathway programs.
132139 Sec. 29.958. PUBLIC MEETINGS AND PUBLIC INFORMATION. (a)
133140 The commission may hold public meetings as needed to fulfill the
134141 commission's duties under this subchapter.
135142 (b) The commission is subject to Chapters 551 and 552,
136143 Government Code.
137144 Sec. 29.959. COMMISSION ABOLISHED; EXPIRATION OF
138145 SUBCHAPTER. The commission is abolished and this subchapter
139146 expires January 12, 2021.
140147 SECTION 2. This Act takes effect September 1, 2019.
