No. 3710 A BILL TO BE ENTITLED AN ACT relating to providing school districts electronic tutorials for certain end-of-course assessment instruments required for graduation. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Subchapter C, Chapter 29, Education Code, is amended by adding Section 29.0845 to read as follows: Sec. 29.0845. ELECTRONIC TUTORIALS FOR CERTAIN END-OF-COURSE ASSESSMENT INSTRUMENT PREPARATION. (a) The agency shall select three end-of-course assessment instruments listed in Section 39.023(c) and develop three two-hour electronic tutorials that provide a review of each course for which the applicable end-of-course assessment instrument is administered. (b) From funds appropriated for purposes of this section, the agency shall make the tutorials developed under Subsection (a) available to school districts. (b-1) The agency shall provide the tutorials developed under Subsection (a) not later than the 2020-2021 school year. This subsection expires September 1, 2021. (c) A school district may not be charged a fee for access to a tutorial provided under this section or materials used in conjunction with a tutorial. (d) The commissioner shall adopt rules as necessary to administer this section. SECTION 2. The Texas Education Agency is required to implement a provision of this Act only if the legislature appropriates money specifically for that purpose. If the legislature does not appropriate money specifically for that purpose, the Texas Education Agency may, but is not required to, implement a provision of this Act using other appropriations available for that purpose. SECTION 3. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2019.
