8	5		AN ACT
9	6		relating to the maintenance and operation of certain projects by
10	7		certain drainage districts.
11	8		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
12	9		SECTION 1. Chapter 34, Acts of the 57th Legislature, 3rd
13	10		Called Session, 1962, is amended by adding Section 19 to read as
14	11		follows:
15	12		Sec. 19. (a) The District may enter into a project
16	13		partnership agreement with the United States Army Corps of
17	14		Engineers for a project proposed to be located in the District and
18	15		listed in the Sabine Pass to Galveston Bay Texas Coastal Storm Risk
19	16		Management and Ecosystem Restoration report published by the United
20	17		States Army Corps of Engineers in May 2017. If the District enters
21	18		into a project partnership agreement under this subsection, the
22	19		District:
23	20		(1) must:
24	21		(A) develop a maintenance and operation plan for
25	22		the proposed project; and
26	23		(B) biennially submit a report to the General
27	24		Land Office and the legislature on expenditures of state money
28	25		relating to a project described by this subsection; and
29		-	(2) may enter into an agreement:
30		-	(A) for a public-private partnership to fund a
31		-	local share of or the costs of the operation and maintenance of a
32		-	project described by this subsection; or
33		-	(B) with the General Land Office to obtain
34		-	funding for a local match requirement or the operation and
35		-	maintenance of a project described by this subsection.
	26	+	(2) may enter into an agreement for a public-private
	27	+	partnership to fund a local share of or the costs of the operation
	28	+	and maintenance of a project described by this subsection.
36	29		(a-1) If the District enters into a project partnership
37	30		agreement under this section before November 1, 2020, the initial
38		-	report described by Subsection (a)(1)(B) of this section must be
39		-	submitted not later than December 1, 2020. This subsection expires
40		-	January 1, 2021.
41		-	(b) If a project described by Subsection (a) of this section
42		-	is built in the District, the District may accept money from any
43		-	source to:

	34	+	(b) If a project described by Subsection (a) is built in the

49	41		SECTION 2. Chapter 307, Acts of the 58th Legislature,
50	42		Regular Session, 1963, is amended by adding Section 20 to read as
51	43		follows:
52	44		Sec. 20. (a) The District may enter into a project
53	45		partnership agreement with the United States Army Corps of
54	46		Engineers for a project proposed to be located in the District and
55	47		listed in the Sabine Pass to Galveston Bay Texas Coastal Storm Risk
56	48		Management and Ecosystem Restoration report published by the United
57	49		States Army Corps of Engineers in May 2017. If the District enters
58	50		into a project partnership agreement under this subsection, the
59	51		District:
60	52		(1) must:
