| 7 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 14 | | SECTION 1. Sections 37.203(a) and (b), Education Code, are |
|---|
| 9 | 15 | | amended to read as follows: |
|---|
| 10 | 16 | | (a) The center is advised by a board of directors composed |
|---|
| 11 | 17 | | of: |
|---|
| 12 | 18 | | (1) the attorney general, or the attorney general's |
|---|
| 13 | 19 | | designee; |
|---|
| 14 | 20 | | (2) the commissioner, or the commissioner's designee; |
|---|
| 15 | 21 | | (3) the executive director of the Texas Juvenile |
|---|
| 16 | 22 | | Justice Department, or the executive director's designee; |
|---|
| 17 | 23 | | (4) the commissioner of the Department of State Health |
|---|
| 18 | 24 | | Services, or the commissioner's designee; |
|---|
| 19 | 25 | | (5) the commissioner of higher education, or the |
|---|
| 20 | 26 | | commissioner's designee; and |
|---|
| 21 | 27 | | (6) the following members appointed by the governor |
|---|
| 22 | 28 | | with the advice and consent of the senate: |
|---|
| 23 | 29 | | (A) a juvenile court judge; |
|---|
| 24 | 30 | | (B) a member of a school district's board of |
|---|
| 25 | 31 | | trustees; |
|---|
| 26 | 32 | | (C) an administrator of a public primary school; |
|---|
| 27 | 33 | | (D) an administrator of a public secondary |
|---|
| 28 | 34 | | school; |
|---|
| 29 | 35 | | (E) a member of the state parent-teacher |
|---|
| 30 | 36 | | association; |
|---|
| 31 | 37 | | (F) a teacher from a public primary or secondary |
|---|
| 32 | 38 | | school; |
|---|
| 33 | 39 | | (G) a public school superintendent who is a |
|---|
| 34 | 40 | | member of the Texas Association of School Administrators; |
|---|
| 35 | 41 | | (H) a school district police officer or a peace |
|---|
| 36 | 42 | | officer whose primary duty consists of working in a public school; |
|---|
| 37 | 43 | | [and] |
|---|
| 38 | 44 | | (I) a professional architect who is registered in |
|---|
| 39 | 45 | | this state and a member of the Texas Society of Architects; and |
|---|
| 40 | 46 | | (J) three [two] members of the public. |
|---|
| 41 | 47 | | (b) Members of the board appointed under Subsection (a)(6) |
|---|
| 42 | 48 | | serve staggered two-year terms, with the terms of the members |
|---|
| 43 | 49 | | described by Subsections (a)(6)(A)-(F) [(a)(6)(A)-(E)] expiring on |
|---|
| 44 | 50 | | February 1 of each odd-numbered year and the terms of the members |
|---|
| 45 | 51 | | described by Subsections (a)(6)(G)-(J) [(a)(6)(F)-(I)] expiring on |
|---|
| 46 | 52 | | February 1 of each even-numbered year. A member may serve more than |
|---|
| 47 | 53 | | one term. |
|---|
| 48 | 54 | | SECTION 2. (a) Not later than February 1, 2020, the |
|---|
| 49 | 55 | | governor shall appoint new members to the board of directors of the |
|---|
| 50 | 56 | | Texas School Safety Center as required by Section 37.203(a)(6)(I), |
|---|
| 51 | 57 | | Education Code, as amended by this Act, and Section |
|---|
| 52 | 58 | | 37.203(a)(6)(J), Education Code, as added by this Act. |
|---|
| 53 | 59 | | (b) Section 37.203, Education Code, as amended by this Act, |
|---|
| 54 | 60 | | does not affect the term of the member appointed under Section |
|---|
| 55 | 61 | | 37.203(a)(6)(F), Education Code, as amended by this Act, and |
|---|
| 56 | 62 | | serving on the board immediately before the effective date of this |
|---|
| 57 | 63 | | Act. After the term of that member expires on February 1, 2020, the |
|---|
| 58 | 64 | | governor shall appoint a member who meets the requirements under |
|---|
| 59 | 65 | | Section 37.203(a)(6)(F), Education Code, as amended by this Act, to |
|---|
| 60 | 66 | | a term expiring February 1, 2021. |
|---|
| 61 | 67 | | SECTION 3. This Act takes effect September 1, 2019. |
