11+ A BILL TO BE ENTITLED
412 AN ACT
513 relating to information for foster children who are pregnant or
614 minor parents.
715 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
816 SECTION 1. Subchapter B, Chapter 264, Family Code, is
917 amended by adding Section 264.130 to read as follows:
1018 Sec. 264.130. PREGNANCY AND PARENTING INFORMATION. The
1119 department at developmentally appropriate stages shall ensure that
1220 children in the managing conservatorship of the department who are
1321 pregnant or who are minor parents receive information on and
1422 support in providing safe environments for children, including
1523 information and support regarding:
1624 (1) safe sleeping arrangements;
1725 (2) suggestions for childproofing potentially
1826 dangerous settings in a home;
1927 (3) child development and methods to cope with
2028 challenging behaviors;
2129 (4) selection of appropriate substitute caregivers;
2230 (5) a child's early brain development, including the
2331 importance of meeting an infant's developmental needs by providing
2432 positive experiences and avoiding adverse experiences;
2533 (6) the importance of paternal involvement in a
2634 child's life and methods for coparenting;
2735 (7) the benefits of reading, singing, and talking to
2836 young children;
2937 (8) the importance of prenatal and postpartum care for
3038 both the mother and infant, including the impact of and signs for
3139 perinatal mood disorders;
3240 (9) infant nutrition and the importance of
3341 breastfeeding; and
3442 (10) healthy relationships, including the prevention
3543 of intimate partner violence.
3644 SECTION 2. This Act takes effect September 1, 2019.
