| 6 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 7 | 13 | | SECTION 1. Section 320.0455(a), Local Government Code, is |
|---|
| 8 | 14 | | amended to read as follows: |

| 9 | 15 | | (a) This section applies to: |
|---|
| 10 | 16 | | (1) a county with a population of 2.8 million or more; |
|---|
| 11 | 17 | | and |
|---|
| 12 | 18 | | (2) a county with a population of more than 410,000 and |
|---|
| 13 | 19 | | less than 455,000. |

| 14 | 20 | | SECTION 2. This Act takes effect September 1, 2019. |
