 A BILL TO BE ENTITLED
 AN ACT
 relating to the provision of alarm system services by certain
 municipalities.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 6002.004(d), Insurance Code, is amended
 to read as follows:
 (d)  Subsection (b) does not apply to:
 (1)  a political subdivision:
 (A) [(1)]  in a county with a population of less
 than 80,000; or
 (B) [(2)]  in which monitoring is not otherwise
 provided or available; or
 (2)  a municipality:
 (A)  with a population of less than 5,000; and
 (B)  adjacent to:
 (i)  a municipality with a population of
 more than two million; and
 (ii)  at least one municipality with a
 population of less than 5,000.
 SECTION 2.  Section 1702.3705(c), Occupations Code, is
 amended to read as follows:
 (c)  The limitations of Subsection (a) do not apply to:
 (1)  a political subdivision:
 (A)  in a county with a population of less than
 80,000; or
 (B)  in which [or in a political subdivision
 where] monitoring is not otherwise provided or available; or
 (2)  a municipality:
 (A)  with a population of less than 5,000; and
 (B)  adjacent to:
 (i)  a municipality with a population of
 more than two million; and
 (ii)  at least one municipality with a
 population of less than 5,000.
 SECTION 3.  This Act takes effect September 1, 2019.
