| 8 | 8 | | Enforcement on certain training and education requirements for law |

| 9 | 9 | | enforcement officers. |

| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. PURPOSE. The purpose of this Act is to ensure |
|---|
| 12 | 12 | | that law enforcement training best meets the needs of modern law |
|---|
| 13 | 13 | | enforcement work in this state and prepares law enforcement |
|---|
| 14 | 14 | | officers for the reality of working in communities in this state. |
|---|
| 15 | 15 | | SECTION 2. DEFINITIONS. In this Act: |
|---|
| 16 | 16 | | (1) "Commission" means the Texas Commission on Law |
|---|
| 17 | 17 | | Enforcement. |
|---|
| 18 | 18 | | (2) "Officer" means a peace officer or reserve law |
|---|
| 19 | 19 | | enforcement officer. |
|---|
| 20 | 20 | | SECTION 3. STUDY OF LAW ENFORCEMENT OFFICER TRAINING AND |
|---|
| 21 | 21 | | EDUCATION REQUIREMENTS. (a) The commission shall study the |
|---|
| 22 | 22 | | training and education requirements for: |
|---|
| 23 | 23 | | (1) continuing education programs recognized, |
|---|
| 24 | 24 | | prepared, or administered for officers under Section 1701.352, |
|---|
| 25 | 25 | | Occupations Code; and |
|---|
| 26 | 26 | | (2) basic proficiency certificates issued to officers |
|---|
| 27 | 27 | | under Section 1701.402, Occupations Code. |
|---|
| 28 | 28 | | (b) In conducting the study, the commission shall solicit |
|---|
| 29 | 29 | | input from and hold meetings with all interested parties. |
|---|
| 30 | 30 | | SECTION 4. REPORT. Not later than December 1, 2020, the |
|---|
| 31 | 31 | | commission shall submit to the governor, the lieutenant governor, |
|---|
| 32 | 32 | | and each member of the legislature a report that includes: |
|---|
| 33 | 33 | | (1) the findings of the study conducted under Section |
|---|
| 34 | 34 | | 3 of this Act; and |
|---|
| 35 | 35 | | (2) recommendations to update any of the training and |
|---|
| 36 | 36 | | education requirements studied under that section. |
|---|
| 37 | 37 | | SECTION 5. EFFECTIVE DATE. This Act takes effect September |
|---|
| 38 | 38 | | 1, 2019. |
