55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study and report by the Texas Commission on Law
88 Enforcement on certain training and education requirements for law
99 enforcement officers.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. PURPOSE. The purpose of this Act is to ensure
1212 that law enforcement training best meets the needs of modern law
1313 enforcement work in this state and prepares law enforcement
1414 officers for the reality of working in communities in this state.
1515 SECTION 2. DEFINITIONS. In this Act:
1616 (1) "Commission" means the Texas Commission on Law
1717 Enforcement.
1818 (2) "Officer" means a peace officer or reserve law
1919 enforcement officer.
2020 SECTION 3. STUDY OF LAW ENFORCEMENT OFFICER TRAINING AND
2121 EDUCATION REQUIREMENTS. (a) The commission shall study the
2222 training and education requirements for:
2323 (1) continuing education programs recognized,
2424 prepared, or administered for officers under Section 1701.352,
2525 Occupations Code; and
2626 (2) basic proficiency certificates issued to officers
2727 under Section 1701.402, Occupations Code.
2828 (b) In conducting the study, the commission shall solicit
2929 input from and hold meetings with all interested parties.
3030 SECTION 4. REPORT. Not later than December 1, 2020, the
3131 commission shall submit to the governor, the lieutenant governor,
3232 and each member of the legislature a report that includes:
3333 (1) the findings of the study conducted under Section
3434 3 of this Act; and
3535 (2) recommendations to update any of the training and
3636 education requirements studied under that section.
3737 SECTION 5. EFFECTIVE DATE. This Act takes effect September
3838 1, 2019.
