 A BILL TO BE ENTITLED
 AN ACT
 relating to a study and report by the Texas Commission on Law
 Enforcement on certain training and education requirements for law
 enforcement officers.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  PURPOSE. The purpose of this Act is to ensure
 that law enforcement training best meets the needs of modern law
 enforcement work in this state and prepares law enforcement
 officers for the reality of working in communities in this state.
 SECTION 2.  DEFINITIONS. In this Act:
 (1)  "Commission" means the Texas Commission on Law
 Enforcement.
 (2)  "Officer" means a peace officer or reserve law
 enforcement officer.
 SECTION 3.  STUDY OF LAW ENFORCEMENT OFFICER TRAINING AND
 EDUCATION REQUIREMENTS. (a) The commission shall study the
 training and education requirements for:
 (1)  continuing education programs recognized,
 prepared, or administered for officers under Section 1701.352,
 Occupations Code; and
 (2)  basic proficiency certificates issued to officers
 under Section 1701.402, Occupations Code.
 (b)  In conducting the study, the commission shall solicit
 input from and hold meetings with all interested parties.
 SECTION 4.  REPORT. Not later than December 1, 2020, the
 commission shall submit to the governor, the lieutenant governor,
 and each member of the legislature a report that includes:
 (1)  the findings of the study conducted under Section
 3 of this Act; and
 (2)  recommendations to update any of the training and
 education requirements studied under that section.
 SECTION 5.  EFFECTIVE DATE. This Act takes effect September
 1, 2019.
