 A JOINT RESOLUTION
 proposing a constitutional amendment authorizing the legislature
 to exempt from ad valorem taxation by one or more political
 subdivisions of this state property located near a public school or
 within a municipal management district that is owned for the
 purpose of building low-income housing.
 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Article VIII, Texas Constitution, is amended by
 adding Section 1-w to read as follows:
 Sec. 1-w.  (a)  The legislature by general law may exempt
 from ad valorem taxation by one or more political subdivisions of
 this state property located near a public school or within a
 municipal management district created under general or special law
 to accomplish the purposes of Sections 52 and 52-a, Article III, and
 Section 59, Article XVI, of this constitution that is owned by a
 person for the purpose of building low-income housing on the
 property.
 (b)  The legislature may provide additional eligibility
 requirements for an exemption authorized by this section.
 SECTION 2.  This proposed constitutional amendment shall be
 submitted to the voters at an election to be held November 5, 2019.
 The ballot shall be printed to permit voting for or against the
 proposition: "The constitutional amendment authorizing the
 legislature to exempt from ad valorem taxation by one or more
 political subdivisions of this state property located near a public
 school or within a municipal management district that is owned for
 the purpose of building low-income housing."
