 A JOINT RESOLUTION
 proposing a constitutional amendment to allow the transfer of an
 animal used for county purposes to the animal's handler on the
 animal's retirement.
 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Article III, Texas Constitution, is amended by
 adding Section 52l to read as follows:
 Sec. 52l.  On the retirement of an animal owned and used by a
 county for county purposes, the county may transfer ownership of
 the animal to the animal's handler at no cost to the handler.
 SECTION 2.  This proposed constitutional amendment shall be
 submitted to the voters at an election to be held November 5, 2019.
 The ballot shall be printed to permit voting for or against the
 proposition: "The constitutional amendment to allow the transfer of
 an animal used for county purposes to the animal's handler on the
 animal's retirement."
