| 9 | 9 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 1(a), Article XVII, Texas Constitution, |

| 11 | 11 | | is amended to read as follows: |
|---|
| 12 | 12 | | (a) The Legislature, at any regular session, or at any |
|---|
| 13 | 13 | | special session when the matter is included within the purposes for |
|---|
| 14 | 14 | | which the session is convened, may propose amendments revising the |
|---|
| 15 | 15 | | Constitution, to be voted upon by the qualified voters for |
|---|
| 16 | 16 | | statewide offices and propositions, as defined in the Constitution |
|---|
| 17 | 17 | | and statutes of this State. The date of the elections shall be on |
|---|
| 18 | 18 | | the first Tuesday after the first Monday in November of |
|---|
| 19 | 19 | | even-numbered years [specified by the Legislature]. The proposal |
|---|
| 20 | 20 | | for submission must be approved by a vote of two-thirds of all the |
|---|
| 21 | 21 | | members elected to each House, entered by yeas and nays on the |
|---|
| 22 | 22 | | journals. |

| 23 | 23 | | SECTION 2. This proposed constitutional amendment shall be |
|---|
| 24 | 24 | | submitted to the voters at an election to be held November 3, 2020. |

| 25 | 25 | | The ballot shall be printed to provide for voting for or against the |
|---|
| 26 | 26 | | proposition: "The constitutional amendment requiring elections on |
|---|
| 27 | 27 | | proposed amendments to the Texas Constitution to be held on the |
|---|
| 28 | 28 | | first Tuesday after the first Monday in November of even-numbered |
|---|
| 29 | 29 | | years." |
