55 A JOINT RESOLUTION
66 proposing a constitutional amendment requiring elections on
77 proposed amendments to the Texas Constitution to be held in

99 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 1(a), Article XVII, Texas Constitution,
1111 is amended to read as follows:
1212 (a) The Legislature, at any regular session, or at any
1313 special session when the matter is included within the purposes for
1414 which the session is convened, may propose amendments revising the
1515 Constitution, to be voted upon by the qualified voters for
1616 statewide offices and propositions, as defined in the Constitution
1717 and statutes of this State. The date of the elections shall be on
1818 the first Tuesday after the first Monday in November of
1919 even-numbered years [specified by the Legislature]. The proposal
2020 for submission must be approved by a vote of two-thirds of all the
2121 members elected to each House, entered by yeas and nays on the
2222 journals.
2323 SECTION 2. This proposed constitutional amendment shall be
2424 submitted to the voters at an election to be held November 3, 2020.
2525 The ballot shall be printed to provide for voting for or against the
2626 proposition: "The constitutional amendment requiring elections on
2727 proposed amendments to the Texas Constitution to be held on the
2828 first Tuesday after the first Monday in November of even-numbered
2929 years."
