45 R E S O L U T I O N
56 WHEREAS, Dr. Stephen L. Mansfield is retiring as president
67 and CEO of Methodist Health System on December 31, 2019, and it is
78 indeed fitting to recognize him as he prepares to conclude a tenure
89 characterized by tremendous achievement; and
910 WHEREAS, Since Dr. Mansfield took the reins of Methodist
1011 Health System in 2006, it has grown from 2 acute care hospitals to
1112 10 hospital campuses; along the way, his leadership has been
1213 instrumental in helping Methodist Health improve its bond rating,
1314 and it is currently ranked by Moody's among the top 16 percent of
1415 not-for-profit health systems and hospitals for financial
1516 strength; the institution has also seen substantial gains in
1617 clinical quality and safety, patient and employee satisfaction, and
1718 physician experience scores, which set it apart as one of the
1819 nation's best health care providers today; and
1920 WHEREAS, Dr. Mansfield holds a Ph.D. in organizational
2021 leadership from Regent University in Virginia Beach, Virginia, a
2122 master of business administration degree from the University of
2223 Tennessee at Martin, and a bachelor's degree from Ottawa University
2324 in Ottawa, Kansas; he has worked for a total of 46 years in the
2425 health care field and previously served as president and CEO of
2526 St. Vincent Health System in Little Rock, Arkansas; and
2627 WHEREAS, This dynamic executive has also benefited many civic
2728 organizations with his dedication and expertise, including the
2829 boards of the Dallas Foundation, the Dallas Citizens Council, and
2930 the Dallas Regional Chamber, which he chaired in 2014; in addition,
3031 he recently completed a three-year term on the Large Healthcare
3132 Systems Policy Board for the American Hospital Association while
3233 serving a number of other health care industry associations and
3334 committees; in honor of his contributions, he has received a host of
3435 accolades, such as the 2017 Virginia Chandler Dykes Leadership
3536 Award from Texas Woman's University, and he was named Healthcare
3637 Executive of the Year by D Magazine in 2014; and
3738 WHEREAS, Dr. Stephen Mansfield has guided Methodist Health
3839 System to new heights of success, and when he departs from his
3940 position at its helm, he may take satisfaction in knowing that his
4041 accomplishments will continue to improve the lives of countless
4142 patients and employees for years to come; now, therefore, be it
4243 RESOLVED, That the House of Representatives of the 86th Texas
4344 Legislature hereby honor Dr. Stephen L. Mansfield for his
4445 outstanding service as president and CEO of Methodist Health System
4546 and extend to him sincere best wishes for the future; and, be it
4647 further
4748 RESOLVED, That an official copy of this resolution be
4849 prepared for Dr. Mansfield as an expression of high regard by the
4950 Texas House of Representatives.
