45 R E S O L U T I O N
56 BE IT RESOLVED by the House of Representatives of the State of
67 Texas, 86th Legislature, Regular Session, 2019, That House Rule 13,
78 Section 9(a), be suspended in part as provided by House Rule 13,
89 Section 9(f), to enable the conference committee appointed to
910 resolve the differences on House Bill 3745 (the Texas emissions
1011 reduction plan fund and account) to consider and take action on the
1112 following matter:
1213 House Rule 13, Section 9(a)(1), is suspended to permit the
1314 committee to amend text not in disagreement in proposed SECTION
1415 1.07 of the bill, in amended Section 386.252(a)(9), Health and
1516 Safety Code, to read as follows:
1617 (9) at least $6 million but not more than $16 [$8]
1718 million may be used by [is allocated to] the commission for
1819 administrative costs, including all direct and indirect costs for
1920 administering the plan, costs for conducting outreach and education
2021 activities, and costs attributable to the review or approval of
2122 applications for marketable emissions reduction credits;
2223 Explanation: The change is necessary to ensure that
2324 sufficient funds are available to the Texas Commission on
2425 Environmental Quality for costs associated with the administration
2526 of the Texas emissions reduction plan.
