 R E S O L U T I O N
 BE IT RESOLVED by the House of Representatives of the State of
 Texas, 86th Legislature, Regular Session, 2019, That House Rule 13,
 Section 9(a), be suspended in part as provided by House Rule 13,
 Section 9(f), to enable the conference committee appointed to
 resolve the differences on House Bill 3745 (the Texas emissions
 reduction plan fund and account) to consider and take action on the
 following matter:
 House Rule 13, Section 9(a)(1), is suspended to permit the
 committee to amend text not in disagreement in proposed SECTION
 1.07 of the bill, in amended Section 386.252(a)(9), Health and
 Safety Code, to read as follows:
 (9)  at least $6 million but not more than $16 [$8]
 million may be used by [is allocated to] the commission for
 administrative costs, including all direct and indirect costs for
 administering the plan, costs for conducting outreach and education
 activities, and costs attributable to the review or approval of
 applications for marketable emissions reduction credits;
 Explanation: The change is necessary to ensure that
 sufficient funds are available to the Texas Commission on
 Environmental Quality for costs associated with the administration
 of the Texas emissions reduction plan.
