5 | 6 | | WHEREAS, All who shared in the life of Julie Evelyn Dowell of |

6 | 7 | | Bullard were deeply saddened by her passing on January 11, 2019, at |

7 | 8 | | the age of 65; and |

8 | 9 | | WHEREAS, Julie Dowell was born in Marshall on May 20, 1953, to |

9 | 10 | | Greer and Mary Dowell, and she grew up with the companionship of a |
---|
10 | 11 | | brother, Dan; she graduated from Hillcrest High School in Dallas in |
---|
11 | 12 | | 1971 and went on to enjoy a career in law enforcement, serving as a |
---|
12 | 13 | | police officer and detective in Colorado Springs and as a special |
---|
13 | 14 | | deputy U.S. marshal for the Northern District of Texas; in |
---|
14 | 15 | | addition, she was a co-owner of Dan Lester Drilling Company; and |
---|
15 | 16 | | WHEREAS, An active member of her community, Ms. Dowell served |
---|
16 | 17 | | area residents through her involvement in a number of committees |
---|
17 | 18 | | and associations, including the boards of the YMCA and the Emerald |
---|
18 | 19 | | Bay Club, and she coached softball, volleyball, and soccer at |
---|
19 | 20 | | Trinity Christian Academy; and |
---|
20 | 21 | | WHEREAS, Ms. Dowell further benefited her fellow citizens as |
---|
21 | 22 | | a member of the board of directors for the Angelina & Neches River |
---|
22 | 23 | | Authority for 18 years; appointed on October 16, 2000, she went on |
---|
23 | 24 | | to serve three terms and distinguished herself in several officer |
---|
24 | 25 | | positions, including president of the board; her dedication and |
---|
25 | 26 | | hard work were instrumental to the authority's success in managing |
---|
26 | 27 | | the quality, development, and conservation of water resources in |
---|
27 | 28 | | the Neches River Basin; and |
---|
28 | 29 | | WHEREAS, Although Julie Dowell's death has brought great |
---|
29 | 30 | | sorrow to those who held her dear, her life was an inspiring example |

30 | 31 | | of the good that one person can accomplish; now, therefore, be it |
---|
31 | 32 | | RESOLVED, That the House of Representatives of the 86th Texas |

32 | 33 | | Legislature hereby pay tribute to the memory of Julie Evelyn Dowell |

33 | 34 | | and extend heartfelt sympathy to her family and many friends; and, |
