45 R E S O L U T I O N
56 WHEREAS, All who shared in the life of Julie Evelyn Dowell of
67 Bullard were deeply saddened by her passing on January 11, 2019, at
78 the age of 65; and
89 WHEREAS, Julie Dowell was born in Marshall on May 20, 1953, to
910 Greer and Mary Dowell, and she grew up with the companionship of a
1011 brother, Dan; she graduated from Hillcrest High School in Dallas in
1112 1971 and went on to enjoy a career in law enforcement, serving as a
1213 police officer and detective in Colorado Springs and as a special
1314 deputy U.S. marshal for the Northern District of Texas; in
1415 addition, she was a co-owner of Dan Lester Drilling Company; and
1516 WHEREAS, An active member of her community, Ms. Dowell served
1617 area residents through her involvement in a number of committees
1718 and associations, including the boards of the YMCA and the Emerald
1819 Bay Club, and she coached softball, volleyball, and soccer at
1920 Trinity Christian Academy; and
2021 WHEREAS, Ms. Dowell further benefited her fellow citizens as
2122 a member of the board of directors for the Angelina & Neches River
2223 Authority for 18 years; appointed on October 16, 2000, she went on
2324 to serve three terms and distinguished herself in several officer
2425 positions, including president of the board; her dedication and
2526 hard work were instrumental to the authority's success in managing
2627 the quality, development, and conservation of water resources in
2728 the Neches River Basin; and
2829 WHEREAS, Although Julie Dowell's death has brought great
2930 sorrow to those who held her dear, her life was an inspiring example
3031 of the good that one person can accomplish; now, therefore, be it
3132 RESOLVED, That the House of Representatives of the 86th Texas
3233 Legislature hereby pay tribute to the memory of Julie Evelyn Dowell
3334 and extend heartfelt sympathy to her family and many friends; and,
3435 be it further
3536 RESOLVED, That an official copy of this resolution be
3637 prepared for her family and that when the Texas House of
3738 Representatives adjourns this day, it do so in memory of Julie
3839 Evelyn Dowell.
