| 5 | 5 | | BE IT RESOLVED by the House of Representatives of the 86th |
|---|
| 6 | 6 | | Legislature, That Rule 8, Section 7, of the permanent rules of the |
|---|
| 7 | 7 | | House of Representatives of the 86th Legislature is amended to read |
|---|
| 8 | 8 | | as follows, effective upon adoption by the Senate of an amendment |
|---|
| 9 | 9 | | providing a complementary process for designating and numbering |
|---|
| 10 | 10 | | bills and joint resolutions: |
|---|
| 11 | 11 | | Sec. 7. PREFILING. (a) Beginning the first Monday after |
|---|
| 12 | 12 | | the general election preceding the next regular legislative |
|---|
| 13 | 13 | | session, or within 30 days prior to any special session, it shall be |
|---|
| 14 | 14 | | in order to file with the chief clerk bills and resolutions for |
|---|
| 15 | 15 | | introduction in that session. On receipt of the bills or |
|---|
| 16 | 16 | | resolutions, and as provided by Subsection (b), the chief clerk |
|---|
| 17 | 17 | | shall designate and number them and make them a matter of public |
|---|
| 18 | 18 | | record, available for distribution. Once a bill or resolution has |
|---|
| 19 | 19 | | been so filed, it may not be recalled. This shall apply only to |
|---|
| 20 | 20 | | members-elect of the succeeding legislature [legislative session]. |

| 21 | 21 | | (b) For the 87th and succeeding legislatures, the chief |
|---|
| 22 | 22 | | clerk shall: |
|---|
| 23 | 23 | | (1) designate each bill received as a "Texas Bill" (or |
|---|
| 24 | 24 | | T.B.) and number the bill using only odd numbers if the general |
|---|
| 25 | 25 | | appropriations bill will originate in the house for that |
|---|
| 26 | 26 | | legislature; |
|---|
| 27 | 27 | | (2) designate each bill received as a "Texas Bill" (or |
|---|
| 28 | 28 | | T.B.) and number the bill using only even numbers if the general |
|---|
| 29 | 29 | | appropriations bill will not originate in the house for that |
|---|
| 30 | 30 | | legislature; |
|---|
| 31 | 31 | | (3) designate each joint resolution received as a |
|---|
| 32 | 32 | | "Texas Joint Resolution" (or T.J.R.) and number the joint |
|---|
| 33 | 33 | | resolution using only odd numbers if the general appropriations |
|---|
| 34 | 34 | | bill will originate in the house for that legislature; and |
|---|
| 35 | 35 | | (4) designate each joint resolution received as a |
|---|
| 36 | 36 | | "Texas Joint Resolution" (or T.J.R.) and number the joint |
|---|
| 37 | 37 | | resolution using only even numbers if the general appropriations |
|---|
| 38 | 38 | | bill will not originate in the house for that legislature. |

| 39 | 39 | | (5) designate each concurrent resolution received as a |
|---|
| 40 | 40 | | "Texas Concurrent Resolution" (or T.C.R.) and number the concurrent |
|---|
| 41 | 41 | | resolution using only odd numbers if the general appropriations |
|---|
| 42 | 42 | | bill will originate in the house for that legislature; and |
|---|
| 43 | 43 | | (6) designate each concurrent resolution received as a |
|---|
| 44 | 44 | | "Texas Concurrent Resolution" (or T.C.R.) and number the concurrent |
|---|
| 45 | 45 | | resolution using only even numbers if the general appropriations |
|---|
| 46 | 46 | | bill will not originate in the house for that legislature. |
