44 R E S O L U T I O N
55 BE IT RESOLVED by the House of Representatives of the 86th
66 Legislature, That Rule 8, Section 7, of the permanent rules of the
77 House of Representatives of the 86th Legislature is amended to read
88 as follows, effective upon adoption by the Senate of an amendment
99 providing a complementary process for designating and numbering
1010 bills and joint resolutions:
1111 Sec. 7. PREFILING. (a) Beginning the first Monday after
1212 the general election preceding the next regular legislative
1313 session, or within 30 days prior to any special session, it shall be
1414 in order to file with the chief clerk bills and resolutions for
1515 introduction in that session. On receipt of the bills or
1616 resolutions, and as provided by Subsection (b), the chief clerk
1717 shall designate and number them and make them a matter of public
1818 record, available for distribution. Once a bill or resolution has
1919 been so filed, it may not be recalled. This shall apply only to
2020 members-elect of the succeeding legislature [legislative session].
2121 (b) For the 87th and succeeding legislatures, the chief
2222 clerk shall:
2323 (1) designate each bill received as a "Texas Bill" (or
2424 T.B.) and number the bill using only odd numbers if the general
2525 appropriations bill will originate in the house for that
2626 legislature;
2727 (2) designate each bill received as a "Texas Bill" (or
2828 T.B.) and number the bill using only even numbers if the general
2929 appropriations bill will not originate in the house for that
3030 legislature;
3131 (3) designate each joint resolution received as a
3232 "Texas Joint Resolution" (or T.J.R.) and number the joint
3333 resolution using only odd numbers if the general appropriations
3434 bill will originate in the house for that legislature; and
3535 (4) designate each joint resolution received as a
3636 "Texas Joint Resolution" (or T.J.R.) and number the joint
3737 resolution using only even numbers if the general appropriations
3838 bill will not originate in the house for that legislature.
3939 (5) designate each concurrent resolution received as a
4040 "Texas Concurrent Resolution" (or T.C.R.) and number the concurrent
4141 resolution using only odd numbers if the general appropriations
4242 bill will originate in the house for that legislature; and
4343 (6) designate each concurrent resolution received as a
4444 "Texas Concurrent Resolution" (or T.C.R.) and number the concurrent
4545 resolution using only even numbers if the general appropriations
4646 bill will not originate in the house for that legislature.
