No. 901 R E S O L U T I O N BE IT RESOLVED by the House of Representatives of the 86th Legislature, That Rule 8, Section 7, of the permanent rules of the House of Representatives of the 86th Legislature is amended to read as follows, effective upon adoption by the Senate of an amendment providing a complementary process for designating and numbering bills and joint resolutions: Sec. 7. PREFILING. (a) Beginning the first Monday after the general election preceding the next regular legislative session, or within 30 days prior to any special session, it shall be in order to file with the chief clerk bills and resolutions for introduction in that session. On receipt of the bills or resolutions, and as provided by Subsection (b), the chief clerk shall designate and number them and make them a matter of public record, available for distribution. Once a bill or resolution has been so filed, it may not be recalled. This shall apply only to members-elect of the succeeding legislature [legislative session]. (b) For the 87th and succeeding legislatures, the chief clerk shall: (1) designate each bill received as a "Texas Bill" (or T.B.) and number the bill using only odd numbers if the general appropriations bill will originate in the house for that legislature; (2) designate each bill received as a "Texas Bill" (or T.B.) and number the bill using only even numbers if the general appropriations bill will not originate in the house for that legislature; (3) designate each joint resolution received as a "Texas Joint Resolution" (or T.J.R.) and number the joint resolution using only odd numbers if the general appropriations bill will originate in the house for that legislature; and (4) designate each joint resolution received as a "Texas Joint Resolution" (or T.J.R.) and number the joint resolution using only even numbers if the general appropriations bill will not originate in the house for that legislature. (5) designate each concurrent resolution received as a "Texas Concurrent Resolution" (or T.C.R.) and number the concurrent resolution using only odd numbers if the general appropriations bill will originate in the house for that legislature; and (6) designate each concurrent resolution received as a "Texas Concurrent Resolution" (or T.C.R.) and number the concurrent resolution using only even numbers if the general appropriations bill will not originate in the house for that legislature.
