4	6		AN ACT
5	7		relating to the filing of a degree plan by students at public
6	8		institutions of higher education.
7	9		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
8	10		SECTION 1. Section 51.9685, Education Code, is amended by
9	11		adding Subsection (c-2) and amending Subsection (g) to read as
10	12		follows:
11	13		(c-2) A student enrolled in a course for joint high school
12	14		and junior college credit under Section 130.008 at a public junior
13	15		college and to whom Subsection (b) or (c-1) does not apply shall
14	16		file a degree plan with the college not later than:
15	17		(1) the end of the second regular semester or term
16	18		immediately following the semester or term in which the student
17	19		earned a cumulative total of 15 or more semester credit hours of
18	20		course credit for dual credit courses successfully completed by the
19	21		student; or
20	22		(2) if the student begins the student's first semester
21	23		or term at the college with 15 or more semester credit hours of
22	24		course credit for dual credit courses successfully completed by the
23	25		student, the end of the student's second regular semester or term at
24	26		the college.
25	27		(g) The Texas Higher Education Coordinating Board, in
26	28		consultation with institutions of higher education, shall [may]
27	29		adopt rules as necessary for the administration of this section,
28	30		including rules requiring institutions of higher education to
29	31		report to the board information regarding the filing of degree
30	32		plans as required by this section.
31	33		SECTION 2. Section 130.0104(c), Education Code, is amended
32	34		to read as follows:
33	35		(c) In complying with the requirements regarding the filing
34	36		of a degree plan under [Notwithstanding] Section 51.9685, [before
35	37		the beginning of the regular semester or term immediately following
36	38		the semester or term in which] a student enrolled [successfully
37	39		completes a cumulative total of 30 or more semester credit hours for
38	40		coursework] in a multidisciplinary studies associate degree
39	41		program established under this section[, the student] must meet
40	42		with an academic advisor to complete a degree plan[, as defined by
41	43		Section 51.9685(a)(1),] that:
42	44		(1) accounts for all remaining credit hours required
43	45		for the completion of the degree program; and
44	46		(2) emphasizes:
45	47		(A) the student's transition to a particular
46	48		four-year college or university that the student chooses; and
47	49		(B) preparations for the student's intended
48	50		field of study or major at the four-year college or university.
49	51		SECTION 3. This Act applies beginning with the 2019-2020
50	52		academic year.
51	53		SECTION 4. This Act takes effect immediately if it receives
52	54		a vote of two-thirds of all the members elected to each house, as
53	55		provided by Section 39, Article III, Texas Constitution. If this
54	56		Act does not receive the vote necessary for immediate effect, this
55	57		Act takes effect September 1, 2019.
