49 A BILL TO BE ENTITLED
510 AN ACT
611 relating to the creation of a grant program to assist certain
712 counties with employing or contracting for a qualified emergency
813 management coordinator.
914 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1015 SECTION 1. Subchapter K, Chapter 88, Education Code, is
1116 amended by adding Section 88.823 to read as follows:
1217 Sec. 88.823. GRANT PROGRAM FOR CERTAIN COUNTIES.
1318 (a) Using available funds or private donations, the extension
1419 service shall establish and administer a grant program to award
1520 grants to counties with a population of less than 10,000 to assist a
1621 county in employing or contracting with a qualified emergency
1722 management coordinator.
1823 (b) The extension service shall adopt rules to implement and
1924 administer the grant program created under this section, including
2025 rules regarding applications by and the eligibility of counties
2126 described by Subsection (a) for grants under the program.
2227 (c) The extension service may accept gifts, grants, and
2328 donations for the grant program created under this section.
24- SECTION 2. The Texas A&M AgriLife Extension Service is
25- required to implement a provision of this Act only if the
26- legislature appropriates money specifically for that purpose. If
27- the legislature does not appropriate money specifically for that
28- purpose, the Texas A&M AgriLife Extension Service may, but is not
29- required to, implement a provision of this Act using other
30- appropriations available for that purpose.
31- SECTION 3. This Act takes effect September 1, 2019.
