| 9 | 14 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 15 | | SECTION 1. Subchapter K, Chapter 88, Education Code, is |
|---|
| 11 | 16 | | amended by adding Section 88.823 to read as follows: |
|---|
| 12 | 17 | | Sec. 88.823. GRANT PROGRAM FOR CERTAIN COUNTIES. |
|---|
| 13 | 18 | | (a) Using available funds or private donations, the extension |
|---|
| 14 | 19 | | service shall establish and administer a grant program to award |
|---|
| 15 | 20 | | grants to counties with a population of less than 10,000 to assist a |
|---|
| 16 | 21 | | county in employing or contracting with a qualified emergency |
|---|
| 17 | 22 | | management coordinator. |
|---|
| 18 | 23 | | (b) The extension service shall adopt rules to implement and |
|---|
| 19 | 24 | | administer the grant program created under this section, including |
|---|
| 20 | 25 | | rules regarding applications by and the eligibility of counties |
|---|
| 21 | 26 | | described by Subsection (a) for grants under the program. |
|---|
| 22 | 27 | | (c) The extension service may accept gifts, grants, and |
|---|
| 23 | 28 | | donations for the grant program created under this section. |
|---|
| 24 | | - | SECTION 2. The Texas A&M AgriLife Extension Service is |
|---|
| 25 | | - | required to implement a provision of this Act only if the |
|---|
| 26 | | - | legislature appropriates money specifically for that purpose. If |
|---|
| 27 | | - | the legislature does not appropriate money specifically for that |
|---|
| 28 | | - | purpose, the Texas A&M AgriLife Extension Service may, but is not |
|---|
| 29 | | - | required to, implement a provision of this Act using other |
|---|
| 30 | | - | appropriations available for that purpose. |
