 A BILL TO BE ENTITLED
 AN ACT
 relating to the creation of a grant program to assist certain
 counties with employing or contracting for a qualified emergency
 management coordinator.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter K, Chapter 88, Education Code, is
 amended by adding Section 88.823 to read as follows:
 Sec. 88.823.  GRANT PROGRAM FOR CERTAIN COUNTIES.
 (a)  Using available funds or private donations, the extension
 service shall establish and administer a grant program to award
 grants to counties with a population of less than 10,000 to assist a
 county in employing or contracting with a qualified emergency
 management coordinator.
 (b)  The extension service shall adopt rules to implement and
 administer the grant program created under this section, including
 rules regarding applications by and the eligibility of counties
 described by Subsection (a) for grants under the program.
 (c)  The extension service may accept gifts, grants, and
 donations for the grant program created under this section.
 SECTION 2.  The Texas A&M AgriLife Extension Service is
 required to implement a provision of this Act only if the
 legislature appropriates money specifically for that purpose.  If
 the legislature does not appropriate money specifically for that
 purpose, the Texas A&M AgriLife Extension Service may, but is not
 required to, implement a provision of this Act using other
 appropriations available for that purpose.
 SECTION 3.  This Act takes effect September 1, 2019.
