8 | 8 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
9 | 9 | SECTION 1. Section 51.9715, Education Code, is amended by | |
10 | 10 | adding Subsection (c) to read as follows: | |
11 | 11 | (c) An institution of higher education or a school district | |
12 | 12 | offering international baccalaureate courses, dual credit courses, | |
13 | 13 | or any other course for which the institution a student attends has | |
14 | 14 | awarded the student college course credit, including course credit | |
15 | 15 | awarded by examination, may release student information for the | |
16 | 16 | purposes of the transfer of course credit between institutions of | |
17 | 17 | higher education. Student information released under this | |
18 | 18 | subsection serves the legitimate educational interest of the | |
19 | 19 | student for whom consent would otherwise be required under the | |
20 | 20 | Family Educational Rights and Privacy Act of 1974 (20 U.S.C. | |
21 | 21 | Section 1232g). | |
22 | 22 | SECTION 2. This Act takes effect immediately if it receives | |
23 | 23 | a vote of two-thirds of all the members elected to each house, as | |
24 | 24 | provided by Section 39, Article III, Texas Constitution. If this | |
25 | 25 | Act does not receive the vote necessary for immediate effect, this | |
26 | 26 | Act takes effect September 1, 2019. |
