55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the release of certain student information.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 51.9715, Education Code, is amended by
1010 adding Subsection (c) to read as follows:
1111 (c) An institution of higher education or a school district
1212 offering international baccalaureate courses, dual credit courses,
1313 or any other course for which the institution a student attends has
1414 awarded the student college course credit, including course credit
1515 awarded by examination, may release student information for the
1616 purposes of the transfer of course credit between institutions of
1717 higher education. Student information released under this
1818 subsection serves the legitimate educational interest of the
1919 student for whom consent would otherwise be required under the
2020 Family Educational Rights and Privacy Act of 1974 (20 U.S.C.
2121 Section 1232g).
2222 SECTION 2. This Act takes effect immediately if it receives
2323 a vote of two-thirds of all the members elected to each house, as
2424 provided by Section 39, Article III, Texas Constitution. If this
2525 Act does not receive the vote necessary for immediate effect, this
2626 Act takes effect September 1, 2019.
