54 A BILL TO BE ENTITLED
65 AN ACT
76 relating to a study by the Texas Education Agency of career and
87 technology education programs.
98 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
109 SECTION 1. Subchapter F, Chapter 29, Education Code, is
1110 amended by adding Section 29.193 to read as follows:
1211 Sec. 29.193. STUDY AND REPORT ON CREDENTIALS AND
1312 CERTIFICATES. (a) The agency shall conduct a study to:
1413 (1) evaluate the industry-recognized credentials and
1514 certificates that are currently being offered to public high school
1615 students through career and technology education programs in each
1716 region of the state; and
1817 (2) identify any unmet needs in career and technology
1918 education programs currently being offered to public high school
2019 students in each region of the state.
2120 (b) The study must:
2221 (1) for each region of the state:
2322 (A) evaluate:
2423 (i) the industry-recognized credentials or
2524 certificates currently being offered to public high school students
2625 through career and technology education programs in the region; and
2726 (ii) the knowledge and skills necessary to
2827 meet workforce needs in the region; and
2928 (B) identify:
3029 (i) any gaps between the
3130 industry-recognized credentials or certificates identified under
3231 Paragraph (A)(i) and the knowledge and skills identified under
3332 Paragraph (A)(ii); and
3433 (ii) any knowledge or skills that could be
3534 incorporated into career and technology education programs in the
3635 region to increase students' marketability in that region after
3736 graduation from high school; and
3837 (2) for each currently offered industry-recognized
3938 credential or certificate, assess the economic impact of earning
4039 the credential or certificate in each region of the state,
4140 including:
4241 (A) the average industry wage for a student who
4342 has earned the credential or certificate in each region; and
4443 (B) the demand to employ a student in each region
4544 for the credential or certificate.
4645 (c) Not later than September 1, 2021, the agency shall
4746 submit to the commissioner a report that:
4847 (1) identifies any currently offered
4948 industry-recognized credential or certificate that does not
5049 provide a sufficient positive economic impact in any region of the
5150 state based on the assessment conducted under Subsection (b)(2);
5251 (2) recommends the creation of industry-recognized
5352 credentials or certificates for each region of the state to be
5453 offered in a career and technology education program in that region
5554 that will address unmet workforce needs and enhance student
5655 competitiveness in the labor market; and
5756 (3) provides recommendations for issuing guidance to
5857 public schools on how to use labor market information generated by
5958 state agencies in designing career and technology education
6059 programs and courses.
6160 (d) This section expires September 1, 2022.
6261 SECTION 2. The Texas Education Agency is required to
6362 implement a provision of this Act only if the legislature
6463 appropriates money specifically for that purpose. If the
6564 legislature does not appropriate money specifically for that
6665 purpose, the Texas Education Agency may, but is not required to,
6766 implement a provision of this Act using other appropriations
6867 available for that purpose.
6968 SECTION 3. This Act takes effect immediately if it receives
7069 a vote of two-thirds of all the members elected to each house, as
7170 provided by Section 39, Article III, Texas Constitution. If this
7271 Act does not receive the vote necessary for immediate effect, this
7372 Act takes effect September 1, 2019.
