 A BILL TO BE ENTITLED
 AN ACT
 relating to an amendment to the Medicaid state plan for certain
 entities.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter A, Chapter 531, Government Code, is
 amended by adding Section 531.021 to read as follows:
 Sec. 531.021.  MEDICAID STATE PLAN AMENDMENT REQUIRED.
 (a)  Not later than December 31, 2019, the commission shall submit
 to the Centers for Medicare and Medicaid Services an amendment to
 the Medicaid state plan designed to enhance the funding of and
 services provided by non-governmental private teaching hospitals
 in this state.
 (b)  This section expires on January 1, 2020.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2019.
