 A BILL TO BE ENTITLED
 AN ACT
 relating to violations of certain conditions of parole; creating a
 criminal offense.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Chapter 38, Penal Code, is amended by adding
 Section 38.112 to read as follows:
 Sec. 38.112.  FAILURE TO COMPLY WITH CONDITION OF PAROLE.
 (a)  A person who is on parole for an offense listed in Article
 42A.054(a), Code of Criminal Procedure, or for which the judgment
 contains an affirmative finding under Article 42A.054(c) or (d),
 Code of Criminal Procedure, commits an offense if the person is
 required as a condition of release on parole to:
 (1)  obtain the permission of the Texas Department of
 Criminal Justice before changing addresses or provide notice to the
 department of the location of the new residence and the person
 knowingly fails to obtain the permission or provide the notice as
 required; or
 (2)  report to a parole officer as defined by Section
 508.001, Government Code, and on two consecutive occasions the
 person knowingly fails to report as required.
 (b)  An offense under this section is a state jail felony.
 SECTION 2.  This Act takes effect September 1, 2019.
