11	5		A BILL TO BE ENTITLED
12	6		AN ACT
13	7		relating to the maximum number of semester credit hours allowed for
14	8		and funding sources used to supplement a TEXAS grant.
15	9		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
16	10		SECTION 1. Subchapter M, Chapter 56, Education Code, is
17	11		amended by adding Section 56.3051 to read as follows:
18	12		Sec. 56.3051. MAXIMUM NUMBER OF SEMESTER CREDIT HOURS. A
19		-	person may not receive a TEXAS grant for more than the ~~greater~~ of:
	13	+	person may not receive a TEXAS grant for more than the lesser of:
20	14		(1) 135 semester credit hours or the equivalent; or
21	15		(2) 15 semester credit hours, or the equivalent, in
22	16		addition to the number of credit hours needed to complete the
23	17		student's degree program.
24	18		SECTION 2. Section 56.307(j), Education Code, is amended to
25	19		read as follows:
26	20		(j) A public institution of higher education shall use other
27	21		available sources of financial aid, other than a loan or work study,
28	22		to cover any difference in the amount of a TEXAS grant awarded to
29	23		the student and the actual amount of tuition and required fees at
30	24		the institution if the difference results from:
31	25		(1) a reduction in the amount of a TEXAS grant under
32	26		Subsection (i-1); or
33	27		(2) a deficiency in the amount of the grant as
34	28		established under Subsection (a) or (e), as applicable, to cover
35	29		the full amount of tuition and required fees charged to the student
36	30		by the institution.
37	31		SECTION 3. Section 56.304(d), Education Code, is repealed.
38	32		SECTION 4. The changes in law made by this Act apply
39	33		beginning with initial or subsequent TEXAS grants awarded for the
40		-	~~2021~~ fall semester. Initial or subsequent TEXAS grants awarded for
41		-	a semester or term before the ~~2021~~ fall semester are governed by the
	34	+	2019 fall semester. Initial or subsequent TEXAS grants awarded for
	35	+	a semester or term before the 2019 fall semester are governed by the
42	36		applicable law in effect immediately before the effective date of
43	37		this Act, and the former law is continued in effect for that
44	38		purpose.
45	39		SECTION 5. This Act takes effect immediately if it receives
46	40		a vote of two-thirds of all the members elected to each house, as
47	41		provided by Section 39, Article III, Texas Constitution. If this
48	42		Act does not receive the vote necessary for immediate effect, this
49	43		Act takes effect September 1, 2019.
