 A BILL TO BE ENTITLED
 AN ACT
 relating to certain duties of county child welfare boards and of the
 Department of Family and Protective Services regarding county child
 welfare boards.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 264.005, Family Code, is amended by
 amending Subsection (f) and adding Subsections (h), (i), and (j) to
 read as follows:
 (f)  A county child welfare [protective services] board
 member may receive information that is confidential under Section
 40.005, Human Resources Code, or Section 261.201 when the board
 member is acting in the member's official capacity.
 (h)  The department:
 (1)  shall identify staff to collaborate with county
 child welfare boards to:
 (A)  coordinate efforts between the department
 and the boards in the provision of services; and
 (B)  maximize the resources of the department and
 each board;
 (2)  may collect publicly available financial
 information prepared by a county child welfare board for
 distribution to the county commissioners court; and
 (3)  shall create and make available on the
 department's Internet website a standardized form for each county
 child welfare board to report:
 (A)  the amount and source of public funds
 received by the board during the board's preceding fiscal year; and
 (B)  the amount and source of public funds
 expended by the board during the board's preceding fiscal year,
 including a description of the purpose of the expenditures.
 (i)  Not later than November 1 of each year, each county
 child welfare board shall report the information described by
 Subsection (h)(3) on the form created under that subdivision to:
 (1)  the department; and
 (2)  the commissioners court for the county or counties
 in which the board operates.
 (j)  Notwithstanding Subsection (i), not later than January
 1, 2020, each county child welfare board shall submit the initial
 report required by this section.  This subsection expires November
 1, 2021.
 SECTION 2.  The Department of Family and Protective Services
 shall create and distribute the form required by Section
 264.005(h), Family Code, as added by this Act, not later than
 November 1, 2019.
 SECTION 3.  This Act takes effect September 1, 2019.
