| 7 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 10 | | SECTION 1. Subtitle B, Title 10, Government Code, is |
|---|
| 9 | 11 | | amended by adding Chapter 2061 to read as follows: |
|---|
| 10 | 12 | | CHAPTER 2061. FLOOD RESEARCH, PLANNING, AND MITIGATION REPORTING |
|---|
| 11 | 13 | | Sec. 2061.001. DEFINITIONS. In this chapter, "state |
|---|
| 12 | 14 | | agency" means: |
|---|
| 13 | 15 | | (1) a department, commission, board, office, or other |
|---|
| 14 | 16 | | agency in the executive branch of state government created by the |
|---|
| 15 | 17 | | state constitution or a state statute; and |
|---|
| 16 | 18 | | (2) a general academic teaching institution as defined |
|---|
| 17 | 19 | | by Section 61.003, Education Code. |
|---|
| 18 | 20 | | Sec. 2061.002. REPORT REQUIRED. (a) A state agency that |
|---|
| 19 | 21 | | uses or disburses federal money for flood research, planning, or |
|---|
| 20 | 22 | | mitigation projects shall submit a report on a quarterly basis to |
|---|
| 21 | 23 | | the Texas Water Development Board. |
|---|
| 22 | 24 | | (b) The report shall include the following information |
|---|
| 23 | 25 | | about federal money used or disbursed for flood research, planning, |
|---|
| 24 | 26 | | or mitigation projects: |
|---|
| 25 | 27 | | (1) the original total of federal money received; |
|---|
| 26 | 28 | | (2) the amount of the federal money spent or disbursed |
|---|
| 27 | 29 | | to date; and |
|---|
| 28 | 30 | | (3) the eligibility requirements for receiving the |
|---|
| 29 | 31 | | federal money. |
|---|
| 30 | 32 | | SECTION 2. Subchapter B, Chapter 16, Water Code, is amended |
|---|
| 31 | 33 | | by adding Section 16.025 to read as follows: |
|---|
| 32 | 34 | | Sec. 16.025. REPORTING OF FEDERAL MONEY USED FOR FLOOD |
|---|
| 33 | 35 | | RESEARCH, PLANNING, AND MITIGATION PROJECTS. The board shall |
|---|
| 34 | 36 | | maintain and make available on the board's Internet website a |
|---|
| 35 | 37 | | publicly accessible database of the information submitted under |
|---|
| 36 | 38 | | Section 2061.002, Government Code. |
|---|
| 37 | 39 | | SECTION 3. This Act takes effect September 1, 2019. |
